PROGRAM SUPPORT OFFICER (2 vacant)

Position Status: Fixed Term 

Grade Level: 5 

Salary: US$590.00 plus benefits 

Our growing NGO is seeking to hire a qualified Program Support officer for Resiliensia Diak plus (Good resilience Plus – ReDi+ Program) funded by Bureau Humanitarian Assistance (BHA) of the United States Agency for International Development (USAID). The program objectives include 1) Effectively prepare for, mitigate, and adapt to disaster and climate change risks, 2) Increase climate-smart and nutrition-sensitive agricultural production and aquaculture in order to reduce food insecurity and improve resilience for the most vulnerable, and 3) Improve livelihoods and support critical market systems by increasing household engagement in markets. 

The program support officer will work directly with program team, Finance, Operations, and report to the cluster coordinator. He or she will support the disbursement and reporting of financial information, control assets in the field, ensure field sub-offices are well managed, and assist in ensuring compliance with policies and procedures and grant requirements. 

Based in Maliana and Manatuto, a bachelor’s degree in Finance or accounting. To succeed in this role, you will need excellent communication and problem-solving skills, as well as the ability to manage day to day accounting and finance to get important work done. Previous experience in Admin and Finance role is a plus. 

 

Program Support Officer Responsibilities:

 

Financial: 

  • Assist in the financial review of purchase requests, purchase orders, contract and payment requests to ensure compliance with MC policies and procedures and project budgets. 
  • Assist in the month end review of sub-office journals to ensure proper coding of all transactions. 
  • Review sub grantee financial reports for correctness and completeness, ensure that reports are submitted on time, assist in sub grantee site audits, and follow up on sub grant compliance issues. 
  • Set up and maintain the Finance Dept.’s grant files; maintain and distribute current copies of the approved coded budget to all relevant parties. 
  • Assist the Finance Manager in responding to audit inquiries and requests for financial information. 
  • Assist in the preparation of the monthly cash flow projections. 
  • Assist in the preparation, maintenance, and consolidation of office operational budgets. 
  • Take monthly operational advances for reimbursement and liquidation report.  

Operations 
  • Contract support: assist in preparation and maintenance of Personal Service Contracts, leases, and general service and supplies contracts  
  • Maintain and control all administrations of office supplies, office maintenance, warehouse, and fleet management (both vehicle(s) and motorcycle(s) based in the field office – including ensuring monthly log sheets are sent to Dili.  
  • Assist Operations in the posting and collection of bids and tenders from the field 
  • Assist HR with the posting and collection of applications from the field 
  • Manage Mercy Corps’ relationship with local landlord/designate for the sub-office, Mercy Corps’ Cleaner for the sub-office, any MC driver(s) based in the sub-office, security personnel, and any guests who are invited to utilize Mercy Corps’ sub-office  
 
General 
  • Conduct himself/herself both professionally and personally in such a manner as to bring credit to Mercy Corps and to not jeopardize its humanitarian mission 

 
Program Support Officer Requirements: 
  • Three or more years of finance experience, including budgeting and grant management 
  • A university degree in finance, accounting or a related business field is required.   
  • Two years’ experience in the Finance Department of a non-government organization 
  • Familiarity with major international donor rules and non-profit accounting 
  • Prior experience with computerized general ledger software 
  • Advanced computer skills in MS Office programs, particularly Excel and Access.   
  • Strong analytical skills coupled with a solid understanding of grant management rules. 
  • Excellent oral and written English skills 
  • Willingness to travel to the remotes area
