Our growing NGO is seeking to hire a qualified Field Engineer for Resiliensia Diak plus (Good resilience Plus ReDi+ Program) funded by Bureau Humanitarian Assistance (BHA) of the United States Agency for International Development (USAID). The program objectives include 1) Effectively prepare for, mitigate, and adapt to disaster and climate change risks, 2) Increase climate-smart and nutrition- sensitive agricultural production and aquaculture to reduce food insecurity and improve resilience for the most vulnerable, and 3) Improve livelihoods and support critical market systems by increasing household engagement in markets.

 

Field Engineer’s main role is to implement program activities that contribute to building resilience through integrated natural resources management (NRM) and small-scale mitigation works in target areas. The Field Engineer is responsible for overall planning, designing, implementation and supervision of these works and ensuring quality implementation within in stipulated time and cost. S/he will ensure that all program activities are conducted according to the work plan to achieve the overall goal and objectives of the program. The Program Engineer will work closely with the DRR technical coordinator and program officer in each target municipality, providing technical advice and supervising engineering interventions in each program location across the target areas. The Engineer will build the capacity of local stakeholders and communities in implementation of construction works. The Field Engineer will also provide technical input for the integration of small-scale mitigation work into ReDi+ Agriculture and economic recovery & market system development.

 

Based in Maliana and Manatuto, with frequently travel to field sites in remote communities, a bachelor’s degree in civil engineer or related field is required. To succeed in this role, you will need excellent communication and problem-solving skills, as well as the ability to work with stakeholders to get important work done. Previous experience in a disaster risk reduction role is a plus.

 

Field Engineer Responsibilities:

Program Implementation

  • Coordinate small-scale mitigation activities together cluster coordinator, DRR technical coordinator and program officers, stakeholders and communities ensuring high quality performance and program delivery focus on planned result
  • Support the cluster coordinator, Agriculture and Markets Manager and program officers to develop mitigation Projects, work plans, set milestones and monitoring strategies and plans for small-scale mitigation works in line with the PDRA outcome
  • Continually monitor and assess the status of mitigation projects
  • Develop detail process of design and procedure for the implementation of small-scale mitigation work
  • Resolve delays, challenges, or other problems together with the local Mercy Corps field team members, stakeholders, and communities
  • Support trainings to stakeholders and community on different small-scale mitigation techniques including analysis, planning, design, implementation, monitoring, and reporting
  • Undertake problem assessment and research different best practices on small-scale mitigation works existing in the country identifying and proposing best interventions for the Mercy Corps
  • Identify and work with related government and non-government agencies and facilitate community linkage to access resources and technical support
  • Work with local communities to ensure that the design, construction, and maintenance work enhances the infrastructural resilience to climate change impacts
  • Prepare monthly progress reports and monthly work plans and submit to cluster coordinator and DRR technical coordinator
  • Regularly visit the field to ensure the implementation of mitigation work is being done with design quality and within stipulated time and resources
  • Support the mainstreaming of gender in infrastructure development and sustainable service delivery at the local level
  • Develop lessons learned and good practice documents for up-scaling good practice of the Program and for policy influencing; lessons from the new innovations in the field will be shared with relevant institutions to enable up-scaling to other municipalities.
  • Ensure that MC operational policies and procedure are followed, while ensuring downward and upward Program efficiency, transparency, and accountability
  • Manage good relationship with Program stakeholder, including local NGO partner, GoN official, and community
  • Ensure that innovative approach, good practice, particular challenges, or good result are documented to support agency learning
  • Participated and contribute to joint initiative, training activities and media event organized collectively by the ReDi+ implementing partner country as required

Field Engineer Requirements:

  • Minimum bachelor’s degree in civil engineering
  • Experience of designing and implementing bio-engineering intervention
  • Minimum two years’ experience with community–based program
  • Experience working with government officials and integrating them into program implementation
  • Very good inter-personal skills and the ability to work with a multitude of stakeholders.
  • Proficiency in computers; good working knowledge of word processing and spread sheet programmers, particularly MS Word and MS Excel.
  • Experience building capacity of diverse team
  • English proficiency a plus
  • Strong skill on training design and facilitation
  • Ability to search different resources to develop innovative approaches
  • High level of computer skill is required
  • Willingness to travel frequently to remote areas
