Background

Catholic Relief Services is the official international humanitarian agency of the Catholic community in the United States. CRS’ relief and development work are accomplished through programs of emergency response, HIV, health, agriculture, education, microfinance and peacebuilding.  

Established in 1979, CRS Timor-Leste maintains a diverse portfolio of projects, spanning agriculture livelihoods (nutrition-sensitive agriculture, climate-smart agriculture, technical assistance for enhanced productivity), peace- building, microfinance, disaster risk reduction (DRR), and humanitarian response. The country program operates out of two main offices located in Dili and Baucau and is committed to collaborating with our strong network of church partners, national and subnational government agencies, and secular NGOs throughout the country.


Primary Function:


  • Coordinate with Transportation Officer for the vehicle and driving schedule in Dili and field trip schedule.
  • Comply with road rules and traffic regulations and keep up to date on the rules and regulations.
  • Report any traffic incidents to Transportation Officer or Operation Manager if Transportation Officer is not available.
  • Obtain clear information on driving assignment destinations and ensure Transportation Officer and passenger is aware of the route that will be taken.
  • Support for official Correspondence.
  • Ensure the efficient and cost-effective maintenance and repair of the CRS fleet of vehicles

Job Responsibilities:

  1. Collaborate and coordinate with various CRS to ensure effective and efficient use, care, and maintenance of the fleet.
  2. Manage stocks of equipment, supplies, and parts; maintain parts inventory. 
  3. Draft maintenance plans and ensures their implementation. 
  4. Prepare maintenance and repair reports for submission.
  5. Evaluate the ability of drivers, train drivers, and other vehicle users when required.
  6. Other relevant tasks as assigned by the supervisor / Management.

Vehicle Registration

  • Carry out registration of CRS vehicles, under the guidance of the Transportation Officer.
  • Check vehicles weekly for registration documents.
  • Take CRS vehicles to the ET Motor Vehicle Registry Office for inspections.

 

Vehicle maintenance and service

  1. Monitor vehicles regularly for condition and required maintenance, report to Transportation Officer on dents or other damage to the vehicles.
  2. Ensure and Maintain vehicle logs and keep cleanliness. 
  3. Ensure that CRS vehicles have sufficient petrol and oil; fill the vehicles on a regular schedule and maintain the petrol log.
  4. Monitor vehicles regularly for condition and required maintenance, report to Transportation Officer on dents or other damage to the vehicles.
  5. Ensure the regular service checks for vehicles, as required by the service schedule.
  6. Ensure the vehicle is properly checked every time returns from Municipalities/field trip or every time the vehicle was used for personal after working hours or on the weekend.
  7. Maintains vehicle records by recording service and repairs.

Internal:

Transportation Officer; Procurement Officer; Department Managers; CRS staff who are authorized to use the vehicles

Local vehicle-related vendors and service providers

Qualifications:

Required:

  1. Secondary-level diploma
  1. Significant relevant training or experience in vehicle mechanics
  2. 5 years of experience driving professionally.
  3. Valid, current driving license with a clean driving record (no accidents)
  4. Verifiable references
  5. Professional, courteous, and punctual
  6. Willing to work extended hours and weekends as needed
  7. Willing and able to work in a team environment
  8. Good working knowledge of all major local road networks and city streets

Preferred:

  1. Experience in logistics
