Job Title :    Monitoring and Evaluation Officer (TL National Position)
Place of Work :     Dili, with frequent travel to Operational Municipalities in Timor-Leste.
Capacity :     Full time
Hours :     40 hours/week
Duration of contract  :     Six (6) month contract
Reports to :     Monitoring and Evaluation Coordinator
Start date :     Approx. 5th August 2022


Explanation of Role

WaterAid is an international NGO dedicated to the provision of safe domestic water, sanitation and hygiene education to the world's poorest people. We work with local partners to help communities access safe water, sanitation and hygiene (WASH). And we use our experience and research to influence decision-makers to do more to provide these vital services.

WaterAid has been working in Timor-Leste since 2005 and our vision is that all Timorese should have access to safe water, sanitation and hygiene by 2030. About the role

This position involves implementing WaterAid Timor-Leste's Monitoring and Evaluation activities. The role will primarily focus on implement monitoring and evaluation activities to ensure the quality of program implementation in delivering sustainable and equitable WASH projects with rural communities, schools and health care facilities. The position will also work with local partner organizations and service providers in developing their capacity on M&E to deliver effective WASH and behaviour change programmes.

Key Accountabilities

Reporting to the Monitoring and Evaluation Coordinator, the Monitoring and Evaluation Officer will implement WaterAid Timor-Leste’s Monitoring and evaluation activities   such as data collection, data organizing and data sharing by working together with program field team and partners staff. The M&E officer responsibilities will include the following principle elements:

  1. Implementation of program Monitoring and Evaluation plan
  2. Capacity Building
  3. Learning, Networking & Coordination.

 

1.     Implementation of program Monitoring and Evaluation plan
  • Conduct data collection with relevant program staff and partner’s staff by sharing forms or templates with partners, data collection and data saving.
  • Conduct data verifications and cleaning through working together with the data collection team from staff and partners. 
  • Organize the data and sharing with the relevant team for analysis and reporting. 
  • Organize internal quarterly reflection, participate in partners' quarterly review and reporting. 
  • Collect and document case study, lessons learned, and conduct beneficiary tracking according to WATL protocols.   

 

2.     Capacity Building
  • Directly support staff and partners in the field for any capacity on using the online platform and using the M&E tools and template for data collection.  
  • Regular M&E skill sharing with staff and partners.    

 

3.     Learning, Networking & Co-ordination
  • Establish, develop and maintain relationships with the program field team of WaterAid and Partners 
  • Participate in and contribute to WATL's efforts to strengthen in-country WASH and GEDSI sector networks.


Key Selection Criteria

The following criteria will be used to assess candidates for the post. All applicants must address these criteria in their application:

 

1.     Education
  • Diploma or professional qualification in a relevant field (environmental health, civil   engineering, development studies, social sciences or in a relevant field.

 

2.     Knowledge and skills
  • Proven knowledge of program monitoring and evaluation methods and tools.
  • Skills in qualitative and quantitative data collection techniques.
  • Ability to plan own work, set priorities and complete tasks if under time constraints or when faced with competing demands.
  • Ability to use computers both word processing, spread sheets and presentations.
  • Highly developed writing and communication in Tetum.    

 

3.     Essential Experience
  • At least 3-years’ experience working in local and/or international NGOs in WASH monitoring roles.
  • At least 3-years’ experience in Monitoring and Evaluation role in an International NGO.
  • Experience of implementing development projects through local NGO or local government partners
  • Practical experience in participatory community-based development programmes, including participatory planning, monitoring and evaluation.

 

4.     Desirable Experience and Knowledge
  • Experience working in/or understanding of WASH project implementation and the WASH sector in Timor-Leste
  • Knowledge of organizational management and development in Timor-Leste
  • Experience in research and analysis and documentation of best practices
  • Slightly writing and communication skills in English
