Proposed of this position
Purpose for this position is to support the AHP Project coordinator to ensure all M&E work under Disaster Ready project are completed and recorded accordingly and draft the case study and social media related to Disaster ready project implementation including design the publication IEC and visibility related to the project and to undertake the other relevant tasks delegated by supervisor.
M&E
- Leads in data collection for project assessments, proposals, budgets, monitoring and evaluation assisted by project coordinator.
- Manages project databases and report with updated ITT on a quarterly basis with analysis on performance and recommendations to improve implementation.
- Record activity evaluation and action plan to be follow up.
- Administration & Data Management. The expected result will be the data are collected according to the M&E plan and submitted to the KM&A officer for record. Maintains up to date records of project documents, agreements, reports, photos and evaluations.
- Compiles data and information to respond to time-sensitive requests about World Vision Timor-Leste projects as requested.
- Works closely with the project technical specialist, HEA Manager and external consultant to develop relevant project monitoring tools.
- Provides input into the annual operation plan (POA) and detailed implementation plan (DIP) based on the approved M&E plan as per project design.
Communications:
- Develops case study regularly.
- Develop social media content related to the project activities implementation
- Develops IEC materials and visibility of project activities.
- Update the Communications product document.
- Participate in project activity for photo and video shoot.
- Design the Banner and sign board for project needs
Building relationship:
- Represents in AHP consortium for MEL and Communications related meeting.
- Coordinates donor monitoring visits and participate/represent in learning events as required,
- Build close and constructive relationships and actively learn within partner communities in order to understand their realities and facilitate development processes effectively.
- Communicate effectively World Vision’s identity, mission, vision, values and our approach to work in ways that are contextually appropriate and clear
- Ensure that dialogue includes whole communities inclusive of their diversity.
- Undertake social networks analysis in order to understand the functions various Stakeholders, fulfil power dynamics, potential for partnership and capacity building needs.
- Be responsible for maintaining and strengthening relationships with key partners, especially relevant government institutions (MAF, MSSI, NDRMD, RHTO, FEEO, etc.) especially at Sub District Level and below to secure necessary technical resources to support program implementation
- Ensure that partnerships with other development partners are focused on promoting the well-being of children, especially the most vulnerable.
- Enable and facilitate networking and connections among local stakeholder groups and between local partners and others outside the area. (Local stakeholders groups may include formal and informal community-based organizations, local churches, other faith-based organizations, businesses, other NGOs and local government agencies).
General Responsibilities
- Attend and participate in weekly chapel services and regular devotional meetings.
- Support in hosting the visits of sponsors, donors, and WV staff from other.

- Assist in humanitarian emergency disaster management.
Minimum Qualification, Skills and Experience required:
- University Degree in relevant technical field e.g. Formal education in development management, social science or related fields, and if has the degree or training in monitoring & evaluation, or program/project planning is essential.
- At least 2 years’ experience in program/project planning and/or design, implementation, monitoring, and evaluation or Communication.
- Demonstrated competency in implementing monitoring system, including: Designing monitoring methodology, data collection and analysis tools, Managing data collection in the field, and analyzing data.
- Strong presentation, facilitation and coordination skills, Excellent interpersonal communication skill, and ability to work closely and supportively within a team, understanding of basic DME principles, Good analytical/problem solving skills and an eye for detail, ability to develop the case study, Proficiency in English (especially reading and writing), Good computer skills (MS Words, Excel and Access), Knowledge of basic data analysis and analytical software (e.g. EpiInfo, SPSS) are essential.
- Understanding of the Humanitarian/NGO industry.
- Be willing to work in a team environment and travel (about 30%) and stay overnight at project sites.
