The Program

The Australia Timor-Leste Partnership for Human Development (PHD) supports the Government of Timor-Leste’s Strategic Development Plan 2011-2030 and reflects Australia’s commitment to work in partnership with Timor-Leste to invest in improved wellbeing for Timor-Leste’s people. PHD aims to deliver lasting impact on the program goal: ‘People in Timor-Leste are healthier, better-educated and better able to contribute to Timor-Leste’s development.’ Through PHD, Australia supports the Government of Timor-Leste (GoTL) to deliver higher quality and inclusive services in primary healthcare, basic education and social protection.

Abt Associates Australia is the implementation partner for PHD, contracted since May 2016 until May 2026.

The Opportunity

The Coordinator – Disability Inclusion, Education will provide advice and guidance to the PHD Education team and Ministry of Education, Youth and Sports (MoEYS), including INFORDEPE on the requirements of implementing UNCRPD General Comment 4 ‘Right to Inclusive Education’ (GC4).

The Coordinator will also support evidence-based planning, within the MoEYS and INFORDEPE, to ensure teachers and leaders have the skills and understanding to include children with disabilities in basic education schools.

About You

We are seeking an individual who will bring:

  • Broad understanding of human rights, social and disability inclusion and a detailed and up to date knowledge of the UNCRPD General Comment 4, Right to Inclusive Education and its implications for policy and strategic planning at a national level in Timor-Leste.
  • Awareness and understanding of recent international developments in disability inclusion and their implications for policy and planning in Timor-Leste.
  • Detailed knowledge and understanding of the Disability National Action Plan (DNAP) and the requirements for the MoEYS in implementing this, including updated knowledge and experience of the disability sector and civil society in Timor-Leste.
  • Detailed knowledge and understanding of the theories and application of key components of disability inclusion programming in Timor-Leste, including functionality screening based on ICF principles; universal design for learning; inclusive curriculum, pedagogy, planning and assessment; inclusive school development.
  • Ability to coordinate, train, advise, guide and support MoEYS counterparts in all aspects of Disability Inclusion planning, budgeting and implementation
