Associação Maluk Timor is a non-governmental organization (NGO) committed to capacity building and health system strengthening in Timor-Leste, through the mentoring and professional development of Timorese health personnel.
The ASTEROID "Advancing Surveillance & Training to Enhance Recognition of Infectious Disease" project is a three-year training outreach aiming to improve the recognition, treatment, notification and prevention of infectious diseases in Timor-Leste. The project will use multimedia delivery of training content to more than 300 clinical staff across all thirteen municipalities of Timor-Leste.
It is funded by the Australian Government, as part of the Pacific Infectious Disease Prevention (PIDP) Program, through the IndoPacific Centre for Health Security. The training package will be developed in conjunction with Instituto Nacional de Saúde (INS) and the Ministry of Health (MoH), and the project will engage a number of implementing partners including Catalpa International, Menzies School of Health Research (Menzies) and Northern
The ASTEROID Project will deliver a focused curriculum of teaching on infectious diseases in Timor-Leste with an emphasis on practical application of existing national guidelines particularly at primary care level. This presents an opportunity to harmonize and socialize the many guidelines and resources already developed for infectious diseases by the MoH, the World Health Organization and other institutions and partners.
The learning package will apply basic principles of infection prevention and control (IPC), clinical practice, community health and disease notification, and will work to ensure the application of those principles to at least 26 health facilities including all municipalities.

This position will support the project’s team in leading and supporting the facility improvement processes at CHCs level. The position will maintain close coordination with both MoH in national and municipalities as well as the local contractors in carrying out the health facility improvements at CHCs level. Follow up and carry out additional RFAs when required by the project
Key Functions
The Field Coordinator position will support the project’s team with the following responsibilities:
- Carry out assessments on the health facilities at the targeted CHCs and Hospital Referrals in the municipalities
- Summarizing the results of assessment
- Work collaboratively with Maluk Timor’s (MT) OPS team for the procurement process and ensure that the procurement policies are followed
- Maintain connection and positive relationships with MT’s Operational team, local contractor at CHCs level as well as heads of CHCs and Hospital Referral hospitals
- Generate contract papers for local contractor pre-service delivery at CHCs and or Hospital Referrals
- Supervise and direct observation to the works at CHCs level and Hospital Referrals by the local contractor
- Regular update and communication with the project team
- Provide activity’s report on a weekly and monthly basis to the project team
- Documentation of the project activities i.e. photos or videos pre and post interventions for donor reporting purposes.
Selection Criteria: Qualifications and Experience
Essential:
- Bachelor degree in Architect and or relevant field of expertise
- At least 2 year working experience in building maintenance
- Demonstrate ability to communicate with partners and stakeholders in different settings
- Demonstrated experience in procurement, supply chain and logistics
- Demonstrated experience in financial management and reporting
- Computer literacy i.e. Excel, power points, etc. Desirable:
- Advanced qualification in relevant field
- Experience in health sector facility improvement & having better connections with MoH Departments
- Experience in NGO sector
- Competency in English
