GENDER OFFICER 

 

Location Maubisse, Timor-Leste 

Position Status: Fixed Term 

Grade Level: 5 

Salary: US$590.00 plus benefits 

 

Our growing NGO is seeking to hire a Gender Officer is responsible for ensuring the quality and timely implementation of gender equity and social inclusion activities delivered across the MRED program and ensure GESI mainstreaming throughout other program activities. The Gender Officer’s primary responsibility will be to support the roll out of the GESI activities which includes gender dialogue, and peer engagement, and inclusive decision-making activities with a wide range of audiences, related to gender equity, power, decision-making, access to resources, and workload and support teams to mainstream GESI into their programming activities. This includes providing GESI integration into disaster risk reduction activities such as Participatory Disaster Risk Assessments and Integrated Community Action Planning processes, Disaster Risk Management and other trainings for Suco Disaster Management Committees, Disaster Contingency Planning, agricultural (nexus value chain) activities, and village savings and loans groups. The Gender Officer should engage with all aspects of the program to provide a gender and inclusion lens to all work.  

 

The Gender Officer is expected to actively promote gender equity, and to model positive gender equity behaviors, both in the workplace and in the field. Beyond implementation, the Gender Officer may also contribute to developing, implementing, and ensuring quality control of GESI specific activities. The Gender Officer will also contribute to gender mainstreaming, capacity building, content development, and quality control efforts related to Mercy Corps’ broader programming, Gender Equity and Social Inclusion strategy, and learning agenda. 

 

Based in Maubisse, a Degree/Certificate in development, social studies, gender or related field with post graduate degree is a plus. To succeed in this role, you will need excellent communication and problem-solving skills, as well as the ability to prioritize tasks for self and team members to get important work done. Previous experience in facilitating trainings and conversations around gender equity, gender norms/roles, and human rights is a plus. 

 

Gender Officer Responsibilities:

 

Program Implementation 
  • Facilitate conversations around gender equity, decision-making, access to resources, power, and workload with a wide range of audiences including households and SDMCs. 
  • Identify and build the capacity of gender champions, with a focus on peer champions but also including where relevant community leaders, who demonstrate positive behaviors around decision-making, access, and workload in the household. 
  • Assist Program Officers to deliver Disaster Risk Reduction activities with a GESI lens.  
  • Troubleshoot challenges and ensure technical quality of activities. 
  • Work closely with program managers and cluster managers to coordinate day-to-day operations and logistics to maximize use of resources and ensure complementary activities. 
  • Work to ensure that the needs and priorities of women, men, boys, girls and youth are effectively addressed in the program cycle. These include but are not limited to the collection of sex disaggregated and Gender responsive data, developing and implementing gender responsive strategies.  
  • Deliver activities on time, with high quality, in relation to program targets 
  • Proactively problem solve, identifying solutions to challenges with the support of the Senior Gender Technical Officer and Cluster Manager 
  • Communicate referral pathways and program protection mechanisms to beneficiaries. 

    MONITORING, EVALUATION, RESEARCH, AND LEARNING 
  • Collect data related to gender dialogues and male-to-male engagement activities. 
  • Identify and document best practices and lessons learned. 

    PARTNERSHIP / STAKEHOLDER MANAGEMENT  
  • Establish and maintain productive working relationships with Suco and Aldeia-level leaders, soliciting their participation in activities where appropriate. 
  • Support the cluster manager to identify opportunities to strengthen relationships with stakeholders that have the potential to increase gender equality, this includes where relevant, discussions with stakeholders around gender equity and social inclusion topics, and work with gender focal persons in local government and business forums 

 

Organizational Learning

Accountability to Beneficiaries  
  • Mercy Corps team members are expected to support all efforts toward accountability, specifically to our beneficiaries and to international standards guiding international relief and development work, while actively engaging beneficiary communities as equal partners in the design, monitoring and evaluation of our field projects. 

 


Gender Officer Requirements: 

  • Bachelor’s degree in development, social studies, gender, or similar area
  • 3 years of experience in gender equity or development programming, with understanding of the gender context in Timor-Leste.
  • Willingness to consider new perspectives, promote gender equality and engage in advanced gender training.
  • Demonstrated ability to mobilize communities and deliver community-based trainings.
  • Excellent facilitation and mediation skills. Experience in facilitating trainings and conversations around gender equity, gender norms/roles, and human rights is a plus.
  • Confident communication skills, especially in conveying complex ideas, and engaging in contentious or difficult conversations.
  • Experience with sexual/domestic violence referral pathways and protection mechanisms a plus.
  • Excellent time management and work planning skills, as well as the ability to prioritize tasks.
  • Demonstrated skills in data collection, verification, and documentation.
  • Fluency in Tetum, with some proficiency in English preferred
