Introduction

Associação Maluk Timor is a non-governmental organization (NGO) committed to capacity building and health system strengthening in Timor-Leste, through the mentoring and professional development of Timorese health personnel.

The M&E Team is responsible for oversight and support of all Monitoring and Evaluation functions in Maluk Timor. It is responsible for M&E planning, implementation, and products at the organizational level. It supports individual Programs' M&E activities.

Position Summary

This position is responsible for supporting M&E activities at programmatic and organizational level.

Key Functions

The M&E Officer will guide the design and implementation of programmatic M&E activities at the organisational level. They will enable/facilitate the Team Leaders & Program Managers in:
  • designing the M&E Plan for the Programs while ensuring consistency with reporting requirements
  • developing M&E products/tools
  • developing the database structure
  • streamlining the data collection, data capture, data management and data backup process
  • monitoring the program activities on a regular basis
  • analyzing programmatic data that has been collected, captured and managed by the Program teams
  • preparing Quarterly/Annual reports on program progress, achievements and areas for improvement.
  • consolidating individual program reports for organisation-wide reporting
  • assisting and training program staff on: M&E concepts and fundamentals; data collection methodology and process mapping, data capture in electronic platform, data management; analysis and reporting; basics of Excel, Google Sheets and other required data management platforms
  • Conducting data collection (qualitative and quantitative data) as per the M&E Plan.
 
The Monitoring and Evaluation Officer works in close collaboration with each program team, management team and external donors/partners, when appropriate.

Selection Criteria: Qualifications and Experience

Essential:
  • Undergraduate degree in a relevant field, E.g. statistics, public health, social science, research. computer science/IT
  • Demonstrated advanced computer skills including Microsoft Windows, Office Suite and Google Drive/Suite
  • Evidence of quantitative data management, data visualisation and data analysis, e.g. on Microsoft Excel, Google Sheets
  • Good working knowledge of spoken and written English

Desirable:
  • One (1) year post-graduate experience
  • Familiarity with Kobo Toolbox, RedCap etc.
  • Familiarity with DHIS2/TLHIS, mSuppy, RSETL, or any other clinical data management applications used by Ministerio de Saude.
