Title: Finance Officer
Term: 1 year with possibility for extension
Location: Dili, Timor-Leste
Supervisor: Operations Manager
Introduction
CI’s work in Timor-Leste began in 2009, followed by the establishment of our office in 2012. Our work aims to improve local food security, fight climate change, and enhance livelihoods primarily through the establishment of a functioning national protected area network. We are working directly with government and local communities to research, implement, and improve the management of protected areas on land and at sea, through national parks and no-take zones. Through a blend of science, policy, and fieldwork, we further provide innovative solutions to key environmental issues such as unsustainable fishing practices, deforestation, and climate change.
Position Description
The Finance Officer is responsible for provide support on day-to-day financial management and reporting for CI Timor-Leste operations. Duties include handling financial transactions, record invoice payment and journal entry on timely and accurate manner, initiate payment in e-banking, handling petty cash, and provide regular report as required.
The Finance Officer works with Operations Manager and Finance Coordinator to ensure compliance with CI’s policies, procedures, and donor and local reporting requirements
This position does not supervise staff. Duties are performed under direct supervision.
KEY RESPONSIBILITIES
- Review vendor invoice and record it to accounting system
- Review transactions report and prepare adjusting journal entries as required
- Maintain good quality of financial transaction documents both soft copy and hard copy
- Review eligible to pay report and Initiate payment in e-banking
- Support Finance Coordinator on procurement, contract and grants management,
- Support Finance Coordinator on preparing accounts reconciliation report and finance closing process
- Support Finance Coordinator in review expenses, staff advance, acquittal and reimbursement
- Support Administrative Coordinator on Payroll management
- Handling Petty Cash management
- Perform related duties as assigned
ADDITIONAL RESPONSIBILITIES
- Support Administrative Coordinator on Fixed Assets management
- Support Operations Manager on facilitating internal and external audit
PEOPLE AND RESOURCE MANAGEMENT RESPONSIBILITIES
- This position does not manage staff, an operating budget, or public or private funds.
QUALIFICATIONS
- Secondary School or University degree on Accounting, Finance, or any other relevant field
- 2 to 4+ years of general work experience.
- Ability to analyze data to check for errors and inaccuracies.
- Fluency in English and strong communication skills.
- Ability to work tactfully and effectively with tight deadline
- Knowledge of MS Office (Outlook, Excel, Word)
- Experience in using double entry accounting system

WORKING CONDITIONS
- Typical office environment.
- Willingness to occasionally work extended hours for special events or related activities.
