The HATUTAN Education and Nutrition program - funded by the U.S. Department of Agriculture (USDA) - is currently looking for School Feeding Officers. This is a great opportunity to be part of the Government of Timor-Leste’s school feeding program, supporting the provision of nutritious meals to schoolchildren in Timor-Leste.

1. The role
School Feeding Officer (SFO): The main role is enabling the government school feeding program to fully function at the school level. The SFO will guide school managers to better implement all aspects of the school feeding program. These activities include food safety and student health concerns; monitoring of physical infrastructure; confirming the number of students and their registration; accurate and timely reporting; and collecting feedback from students, parents and teachers as appropriate. The SFO will collect monthly reports, cross-check student numbers (daily presence vs registration), and provide feedback to the school managers on issues observed for improvement so that students receive their school meals for all the planned school days. The SFO will report on any discrepancies found in the reports and assist the oversight mechanisms of the SFP to function well including parent and PTA monitoring.
This position is based in the municipality of Ainaro, Ermera or Manatuto, with extensive travel required to the assigned schools and some travel required to Dili or other municipal project offices.
2. Selection criteria
- Minimum completion of secondary school with Bachelor degree an advantage;
- Minimum 3 years’ relevant work experience in administration, training, agriculture, health, education, community development or equivalent;
- Good communication skills in Tetum with English an advantage;
- Ability to fill in forms and write reports;
- Ability to communicate in one or more of the local language(s) such as Mambae, Kemak, Idate, Galoli, Tokodede, Bunak or Tetum Terik, Baikenu is an advantage;
- Previous experience working with municipal government an advantage;
- Demonstrated problem solving, planning and attention to detail;
- Demonstrated ability to take direction and to work as part of a team;
- Able to drive motorbike and have valid driving license (copy of the valid driving license should be attached with CV);
- A willingness to learn about CARE, gender equality and women’s empowerment activities.
