Economic Growth Adviser

 

The Partnership for Inclusive Prosperity / Parseria ba Prosperidade Inklusivu (PROSIVU) Program is seeking an Economic Growth Adviser is to provide evidence-based advice and policy options for programs that support economic diversification, including the 2022 Value Chains Strategy led from the Prime Minister’s Office.

Prosivu is an Australian Government program supported by DT Global. PROSIVU is the next phase of Australia’s governance support to Timor-Leste. The program will extend Australia’s longstanding partnership with Timor-Leste in support of good governance and economic policy development. It is Australia’s primary program for providing support to Timor-Leste’s central government agencies and economic line-ministries.

The Economic Growth Adviser will work together with other policy advisers and units in the OPM and across economic central (e.g. MCAE) and line agencies (including the Ministry of Trade, Commerce and Industry, the Ministry of Agriculture, the Secretary of State for Cooperatives, the Secretary of State for Employment and Training, and the Secretary of State for Equality and Inclusion) and relevant economic autonomous agencies (e.g SERVE and TradeInvest).

This is a locally engaged position. The Economic Growth Adviser will have the following qualifications, experience, and skills:

Qualifications

  • Master’s degree in marketing, business administration, economics or other relevant area.

Essential experience and knowledge

  • At least five years’ experience working in marketing and/or value chain development.
  • Knowledge of relevant Timor-Leste laws, policies and systems.

Desirable experience and knowledge

  • Proven experience in policy development
  • Understanding of Market functioning and Marketing Principles

Skills

  • Excellent communication, liaison, facilitation and interpersonal skills.
  • Ability to build strong and trusting relationship with government counterparts and other stakeholders
  • Ability to comprehend and analyse complex situations, provide appropriate advice and offer practical solutions.
  • Ability to grasp new concepts and information quickly, including in technical areas
  • Ability to present complex information in a way that is easily understandable and supports evidence-based decision making, both verbally and in writing.
  • Well-developed Tetum and English language skills (both written and oral).
  • Portuguese language skills a strong advantage.
