National ICT Adviser

 

The Partnership for Inclusive Prosperity / Parseria ba Prosperidade Inklusivu (PROSIVU) Program is seeking a National ICT Adviser to build the capacity of staff within the CSC ICT Development Unit in the development of a new in-house personnel management system (SIGAP).

The National ICT Adviser will report to the chief of unit of the ICT development unit and coordinate with the Executive Secretary who is responsible for the overall activities of the SCSC. 

The Adviser will also work closely with the International ICT Adviser and others within the ICT Development Unit. The Adviser will work with the Pillar Lead and chief of unit to develop a clear workplan detailing activities, expected results, timeframes, and responsibilities. The workplan will outline the gradual transfer of skills and responsibilities to CSC staff and will be used to monitor progress and outcomes. 

PROSIVU is an Australian Government program supported by DT Global. PROSIVU is the next phase of Australia’s governance support to Timor-Leste. The program will extend Australia’s longstanding partnership with Timor-Leste in support of good governance and economic policy development. It is Australia’s primary program for providing support to Timor-Leste’s central government agencies and economic line-ministries. 

This is a locally engaged position. The National ICT Adviser will have the following qualifications, experience, and skills:

 

Qualifications

  • Bachelor’s Degree in ICT, Computer Science, Engineering, or related field. 
  • Relevant post-graduate qualifications would be highly regarded.

Essential experience and knowledge

  • At least five years’ experience in a professional ICT role, at least three years of which should be in ICT systems development using PHP.
  • Experience in ICT systems development in a government setting would be highly regarded.
  • Experience in Public Administration area would be highly regarded.
  • Previous experience in system development using open-source tools would be highly regarded.
  • Previous experience in project management would be highly regarded.

Skills

  • Skills in ICT programming using multiple language including PHP and SQL database management systems such as SQL Server, MySQL and PostgreSQL
  • Skills in SQL database, system development, design and administration. 
  • Strong interpersonal skills, including ability to liaise with Government officials and CSC counterparts.
  • Skills and experience in training and knowledge transfer would be well regarded.
  • A high level of proficiency and English and Tetun are required. Portuguese language skills would be an advantage.
