To support of its current growth, Plan International Timor-Leste is seeking for a creative and ambitious Project Officer for Inclusion and Diversity. Dimensions of the Role

  • Manages day-to-day implementation in the field and reports directly to Project Coordinator;
  • Coordinate activities on the ground in Aileu, Ainaro and Ermera), working closely with the partner of the action, AHDMTL and Arcoiris, along with close collaboration with Municipal Department and Government counterpart at municipal level;
  • Position will be based in Ainaro with frequent travel to Aileu, Ermera and Dili;
  • This will be a fixed term position for the duration of this project;  
  • Direct reports to the project coordinator;
  • Likely to encounter complex community issues (conflict, motivation, gender and disability inclusion/exclusion) that will require innovative and creative approaches to find appropriate solutions.
  • Supporting project Coordinator and partner to develop overall project implementation plan for project
  • Supporting NGO partner include co applicant (sub-Grant) to develop monthly works plan and ensure project activities are implemented as per plan in coordination with relevant stake holder
  • Monitor Patner expenditure and financial report and ensure payment process are mid to the original planning in signed agreement.
  • Monitor day to day project activities implementation.

Accountabilities

Management and Facilitation

  • Organize and lead community meetings and workshops;
  • Facilitate dissemination of SOGIESC project messages and work closely with Suco Councils and related project committees;
  • Make arrangements for community planning for implementation of project;
  • Conduct an assessment on individual knowledge and attitude about PwD and LGBTQI+;
  • Support and Facilitate capacity building on SOGIESC, human rights, GBV, CRC, CEDAW, SDG 5&10, SRHR and relevant topics for youth, members of PwD and LGBTQI+ groups.
  • Facilitate Youth, especially young women in all their diversity develop scenario and filmmaking to address stigmatization and stereotype;
  • Organize family workshop on LGBTQI+ and PwD rights with implementing partner organization;
  • Organize family campaign on the acceptance of diversity and inclusion in suco level; 
  • Promote agents of change in the communities to join the campaigns to raise awareness of communities and duty bearers;
  • Ensure activity is completed within implementation timeline;
  • Hold regular meetings with local authorities in suco and Posto Administration office;
  • Conduct public awareness raising, and social media campaign on LGBTQI+ and PwD rights
  • Participate in scheduled team meetings as required.
  • Organize capacity building for local CSOs on SOGIESC and guidelines of inclusion and diversity of PwD and LGBTQI+ rights
  • Ensure integration of the gender equality and inclusion into project design, implementation and review.  

Program Learning and Communications

  • Supporting AHDMTL & Arcoiris to organize and facilitate dissemination meetings, and validation processes;
  • Support and regular monitoring to AHDMTL and Arcoiris including Sub grant organization to ensure Quality of project delivery
  • Supporting AHDMTL and Arcoiris to set up regular evaluation meetings and learning forums at the suco and municipal  level;
  • Contribute to the documentation of project implementation, project achievements, challenges, and mechanisms for resolving challenges;
  • Monitor and support activities implemented by partner Organization.
  • Implementing and monitor project visibility plan
  • Design brochure and publicised SOGIESC brochure
  • Lead SOGIESC campaign 
  • Regular support the Partners Assessment and re-assessment
  • Monitoring Youth Economic Empowerment activities in both Ainaro and Ermera
  • Working closely to Municipal Authority to do regular monitoring to the project site

Municipal Coordination

  • Maintain and encourage close coordination and integration between stakeholders at municipal level and target communities;
  • Coordinate with local government authorities at Municipal level on SOGIESC project.
  • Coordinate with Post Administration authorities to ensure smooth coordination among sector stakeholders. 
  • Regular support the Partners Assessment and re-assessment
  • Working together with project coordinator to Review Partner Quarterly report and finance report include request and process partner payment
  • Ensure partner payment always meet deadline 
  • Work close with Plan’s MERL, Influencing, girls alliance and Gender team

Reporting

  • Prepare and submit progress reports on monthly basis, including follow-up action points agreed with community.
  • Work together with AHDMTL and Arcoris field team for documenting all project activities.

Other

  • Help organize donor and auditor field visits as may be required;
  • Identifies and responds to gender discrimination, gender-based violence
  • Ensures that Plan International’s global policies for Child Protection (CPP) and Gender Equality and Inclusion (GEI) are fully embedded in accordance with the principles and requirements of the policy including relevant Implementation Standards and Guidelines as applicable to their area of responsibility. This includes, but is not limited to, ensuring staff and associates are aware of and understand their responsibilities under these policies and Plan International’s Code of Conduct (CoC), their relevance to their area of work, and that concerns are reported and managed in accordance with the appropriate procedures.

Technical expertise, skills and knowledge

Essential

  • University degree or equivalent experience working with community-oriented projects
  • Proven leadership skills, particularly in working with government officials at national, municipal and local levels as well as local partners;
  • Extensive knowledge of SOGIESC theory and practice;
  • Excellent facilitation skills for variety of local audiences ranging from community members to local government staff;
  • Strong working knowledge of SOGIESC sectors in Timor-Leste and relevant government laws, regulations and policies;
  • Experience working in rural areas in Timor-Leste preferred;
  • Excellent coordination and networking skills with other organizations, government authorities and private sector;
  • Understanding of basic gender and inclusion concepts and thoughtfulness of gender issues in different cultural, social, and geographic settings;
  • Extensive knowledge of convention of the right of PWD and national laws, regulations and policies relevant to PWD
  • Skills to analyse the differing capacities, barriers and vulnerabilities of women and men, boys and girls PWDs and LGBTIQ+;
  • Gender, age and disability sensitivity with regards to all aspects of program implementation;
  • Strong skills in Microsoft Office computer applications and ability to teach basic computer skills to others;
  • Ability to ride a motorbike over mountainous terrain with poor road conditions;
  • Excellent time management skills;
  • Excellent communication and reporting skills in Ingles (required) with basic working (verbal and written) knowledge of Portuguese (preferred).

Physical Environment

  • Position is based at the Ainaro District 100 % with some travel within Timor-Leste
  • Some locations are in remote and hard to access, sometimes only on foot.  Use of motorbike necessary.
