Circular Economy – DEPUTY PROGRAM MANAGER

Mercy Corps in Timor Leste is seeking to hire a DEPUTY PROGRAM MANAGER who will be responsible for the overall coordination and implementation of the Plastic Recycling Program under the supervision of the program manager to ensure the program achieves the objectives and targets. She/He will also be responsible for overseeing and working closely with the program team on the program coordination and implementation in the field. In close coordination and collaboration with the program manager, the DPM will be a key point of contact for coordination with key ministries/government and other stakeholders in the plastics recycling sector.
Based in Dili, a bachelor’s degree preferably in engineering, Social Science or other related filed. To succeed in this role, you will need excellent communication and problem-solving skills, as well to the ability to work with stakeholders to get important work done.
Responsibilities of Deputy Program Manager:
- Program Strategy & Vision:
- With support of the Program Manager, and with consultative engagement of the program team, develop and implement the Circular Economy Program work plan based on the objectives and results outlined in the program result framework, and in accordance with the program budget.
- Contribute to program strategy, leading on team planning and reflection meetings ensuring adaptive management to test ideas, identify and resolve challenges and foster a culture of learning.
- Ensure integration of all program activities at field level and coordinate closely with other projects/programs of Mercy Corps Timor-Leste to seek and enhance synergies between different projects and activities.
- Team Coordination & Management:
- Provide supervision to ensure high-quality delivery of program activities, coordinating with the Program Manager to resolve any challenges.
- Manage and support Program Officers and technical staff, by leading on the development and oversight of program planning and implementation, providing staff the necessary workplans, budget and technical information required to deliver high-quality programming.

Lead technical capacity building for Program Officers, technical staff, and partner organizations, identifying and implementing any necessary solutions such as curriculum development, partnership development, etc.
- Representation & Stakeholder Management
- Coordinate and maintain a strong relationship with the government bodies/individual involved in plastic program (including government and civil society organization) with support from the program manager
- Liaise with local officials including Ministries, Governmental Administrative, key community leaders local NGOs and INGOs, project partners, Micro and Small and Medium Enterprises SMEs, and other relevant stakeholders to ensure successful deliverables
- Develop and maintain working relationships and coordinate with relevant international and local agencies active in the recycling development sector.
- Support the program team to develop and maintain coordination with relevant stakeholders in the field for day-to-day implementation.
- Program compliance, performance, and quality:
- Ensure all field activities are in compliance with relevant donor and Mercy Corps rules and regulations, including but not limited to agency protection policies and code of conduct.
- Ensure all activities are in compliance with Mercy Corps Finance and Procurement Procedures, building Maloa Urban Resilience Initiative staff administrative capacity.
- Assist in the budgeting of required resources for successful project implementation and completion, compiling budget reports as necessary.
- Program Performance & Quality:
- Develop and maintain strong relationships and accountability with partners, ensuring timely and effective implementation of partners field-level deliverables.
- In close coordination with MERL team and under supervision of the Program Manager, ensure that MERL activities are as an integral part of program implementation, including creating accountability for Maloa Urban Resilience Initiative MERL data, ultimately ensuring MRED Program Officers conduct regular monitoring and other field data gathering and reporting as required.
- Ensure that program activities, wherever possible, empower vulnerable populations, that gender equity is promoted, and youth participation in the program activities is encouraged
- Contribute to Mercy Corps efforts to disseminate information on the program, including reporting, documentation of the best practices, presentations at appropriate meetings, etc
- Contribute to quarterly reports and other ad hoc reports to meet donor and internal requirements
Requirements of Deputy Program Manager:
- Three or more years of project implementation experience, at coordinator or above preferably with INGOs or international agencies
- Bachelor’s degree, preferably in engineering, Social Science, or related area
- Previous experience working in the development, environmental and/or energy sector
- Experience working with a range of partners including government representation or officials
- Strong writing, reporting, organizational and communication skills
- Excellent oral and writing English skill
- Excellent team player
