About The Opportunity
The Senior Officer – Health Monitoring, Evaluation and Learning will lead the implementation of the PHD Health Sector Monitoring, Evaluation and Learning Plan (MELP) in qualitative and quantitative data collection and analysis that support the program learning, adaptation and reporting to both Department of Foreign Affairs and Trade (DFAT) and Ministry of Health (MoH).
The Senior Officer will have the following responsibilities:

About The Opportunity
The Senior Officer – Health Monitoring, Evaluation and Learning will lead the implementation of the PHD Health Sector Monitoring, Evaluation and Learning Plan (MELP) in qualitative and quantitative data collection and analysis that support the program learning, adaptation and reporting to both Department of Foreign Affairs and Trade (DFAT) and Ministry of Health (MoH).
The Senior Officer will have the following responsibilities:
Implementation of Health Sector MEL
- Support the finalisation and annual review of the health sector Monitoring, Evaluation and Learning Framework (MELF).
- Coordinate the development and administration of the annual workplan and budget for health sector MEL activities.
- In collaboration with PHD MEL team, relevant technical advisers responsible for Monitoring and Evaluation (M&E), design and supervise/oversee the implementation of all health sector monitoring, evaluation and research activities as defined in the MELF and annual workplans.
- Coordinate and co-facilitate health sector program analysis, learning and reflection events, both internally and with stakeholders, and ensure that programmatic learning and reflections are fully documented, shared, and used to inform adaptive program management process.
- Ensure that PHD health program’s MEL processes support inclusive health for groups that may be excluded by sex, disability, language, or geography.
- Identify potential improvements in the existing MEL processes and work with the PHD Health and MEL teams, relevant technical advisers and implementing partners to continually improve how PHD is collecting, analysing, and utilising data collected through its MEL processes.
- Provide training and capacity-building on basic MEL, knowledge management, and adaptive management methods and tools and best practices to PHD Municipality Health System Strengthening staff.
Partner M&E system development (eg: MoH, INS)
- Support the development and improvement of partner MEL systems and reporting where relevant to the PHD health program.
- Provide training and capacity-building on basic MEL, knowledge management, and adaptive management methods and tools and best practices to PHD health implementing partner.
- Data collection, management, and reporting
- Lead the management and analysis of all data collected through the PHD Health MEL systems.
- Conduct and manage all aspects of quantitative and qualitative research using electronic survey tools (eg: ODK, Kobo Toolbox), key informant interviews and focus group discussions (FGDs).
- Ensuring data disaggregation and the use of gender and inclusion-related indicators to assess the program’s impact on the quality and inclusive delivery of ESP and to inform program learning and reporting.
- Compile clearly written notes, synthesise, and analyse information from various sources as inputs to larger reports.
- Provide timely and accurate data analysis and visualisation (tables, graphs) for PHD reporting and presentations to DFAT, MoH and other stakeholders and as requested by the PHD MEL team.
- Collect, compile, write and submit relevant information on the progress of PHD health program implementation to the Sector – Lead health, including PHD health’s 6 monthly and annual report, and respond to request for data from client (DFAT) and other stakeholders.
General
- Other duties as requested by Sector Lead - Health.
- With approval of Sector Lead - Health, contribute to PHD MEL activities beyond health program (overall or other sectors).
About You
We are seeking an individual for this position who has the following:
- Tertiary qualifications with a significant research component in a related area – eg: health, evaluation, data analysis etc.
- Strong experience in managing MEL processes and information with an international organisation, preferably in health or social sector.
- Proven experience in designing and establishing MEL system; as well as managing the implementation of monitoring,evaluation, learning and research activities.
- Proven experience in conducting and/or coordinating research and primary data collection (surveys, key informant interviews, facilitating focus group discussions).
- Proven experience in deploying technology to improve MEL, such as electronic data collection (ODK or Kobo Toolbox), data analysis visualisation with MS Office (PowerPoint, advance Excel and Power BI is an advantage) and cloud-based data management.
- Demonstrated ability to produce clearly written notes, and synthesise and analyse information from various sources in Tetun and English.
- Demonstrated training and facilitation skills with the ablity to respond and adapt to the process and the group.
- Highly developed coordination and communication skills to manage conflicting demands for MEL support.
- Excellent written, presentation and communication skills in both Tetun and English.
