1.     Grant Officer

The Grant Officer will ensure the administrative requirements of the Oxfam program management system are followed in Oxfam’s work with partners, in line with Oxfam’s partnership principles.  The Grant Officer will maintain appropriate, accurate and up-to-date records of all Oxfam partner organizations in Timor-Leste and will ensure that all Oxfam requirements and policies are followed. 

The Grant Officer will assist Oxfam staff with the administration of partner grants, including lead on Partner Working Agreements, support for Partner Capacity Assessments, and documentation of meetings and discussions relating to partnerships. Grant Officer will liaise closely together and with the staff in the Partnership and Program Quality Support Unit and other Units on aspects of grants management and administration, and to ensure linkages between municipal/region-based partners and national level work.

  1. Salary for Rai Matak Senior Program Manager
  • This Position is based in Dili, with frequent travel to municipalities
  • Maximum gross salary for this position would be $367.10/month.
  1. Skills and Experience required for Rai Matak Senior Program Manager.
  • Practical experience working in a development program in Timor-Leste with partner organizations
  • Understanding of project cycles as it relates to community development programs.
  • Practical experience in grant management, reviewing partner reports, financial as well as narrative aspects.
  • Experience in financial management and reporting.
  • Experience in supporting capacity building and institutional strengthening, particularly related to financial management, institutional systems, and policies.
  • Practical knowledge of and commitment to, participatory approaches to community development.
  • Excellent written and verbal communication skills and ability to communicate with people with various levels of literacy and numeracy.
  • Strong facilitation and interpersonal skills.
  • Strong Excel and word computer skills. Experience in using databases will be looked upon positively.
  • Minimum knowledge on how to operate MYOB accounting system will be an advantage
  • Demonstrated understanding and commitment to gender equality, inclusion, and Oxfam Timor-Leste’s Partnership Principles.
  • Fluent in Tetum. Reasonable competency in written and spoken English desirable.
