Introduction
Associação Maluk Timor is a non-governmental organization (NGO) focused on
strengthening the national primary healthcare system of Timor-Leste.
Our Mission is to advance the quality of primary health care delivered to
Timorese people through government-run health centres and community outreach.
We run multiple programs: ASTEROID (Infectious diseases), HIV, Health
Professionals Development, Nutrition, Oral Health, Rheumatic Heart Disease,
Tuberculosis, Women's Health and Social Care, and VAHSI (healthcare
digitalization and facility improvement).
The Management Team is responsible for all management functions of Maluk Timor. It upholds and communicates the Vision, Mission and Values of the organization.
It executes the Strategy by directing and enabling Programs' performance.
This includes management of both Corporate Services and Programs.
Corporate Services functions include:
- External Relations
- Finance and Operations
- Hr and Admin
- Grants and M&E
- IT, Communications and Media

Position Summary
This position is responsible for technical and operational oversight of multiple
Programs in Maluk Timor.
Key Functions
This position is responsible for technical and operational oversight of all
Programs in Maluk Timor, and professional development of national program
managers for individual programs.
The position will work under direction of the Executive Director, and as part
of the Management team. The position will give supervision to 4-8 programs
through their Program Managers, and 2-8 international volunteers.
The position will work closely with a variety of internal and external
stakeholders, including the Maluk Timor Australia MAC (Medical Advisory
Committee) and subcommittees connected to each Program.
For international recruitments to this position, the expected term is minimum 2
years, and ideally 3-5 years.
In the initial phase (up to 90 days), the position will be expected to focus on
settling in, language learning, relationship building, and understanding
current structures and processes, including
- MT organization vision, mission, strategy, programs
- Policies, regulations, processes
- Work tools including Google Workspace apps (Mail, Drive, Calendar, Sheets, Docs)
- Program management tools (Activity Plan, Activity Summary, Workplan, M&E Plan, Budget)
- Routines, scheduled meetings
- Field visits to observe current activities
Also during this initial phase, the position will be aided in transitioning
into the role through understudying the current Clinical Director and Executive
Director.
Following the initial phase, the position's primary functions are
- Responsible for participation in design and implementation of 4-8 Programs. (~5% of total work.)
- Responsible for line management of 4-8 Programs. To ensure on-time and on-budget implementation and reporting. This includes planning, oversight, implementation management, coordination, collaboration with internal and external stakeholders. (~60%)
- Responsible for staff development of Program Managers and Team Leaders. (~20%)
- Responsible for external representation, on Program operations matters, by delegation from the Executive Director (~15%)
Selection Criteria: Qualifications and Experience
Essential:
- Basic qualification in health profession (MBBS, MD, or equivalent)
- Postgraduate qualification in relevant field, e.g. Master of Public Health, Global Health, Health Administration, Health Management, Development Studies, etc.
- Minimum 7 years relevant work experience in implementation and management of health programs with an emphasis on health systems strengthening, primary healthcare in low-resource settings, and HRH workforce development. Proven track record of delivery of results, and at least 5 years in management role.
- Strong personal organization and productivity skills
- Strong leadership and management skills.
- Demonstrated proficiency in people and project management.
- Demonstrated proficiency in people development through training / coaching / mentoring.
- Demonstrated proficiency in facilitation and stakeholder management.
- Competent in end-to-end health program DIME cycle (Design, Implementation, Monitoring and Evaluation)
- Strong M&E and data management skills.
- Competent IT user e.g. MS Office, Google Workspace applications (Drive, Docs, Sheets, Slides etc.)
- Fluency in English.
Desirable:
- Experience in healthcare sector and NGO sector
- Qualifications and experience in health professionals’ education
- Multidisciplinary experience in business process management
- Fluency in Tetun
