CLIMATE CHANGE OFFICER
(Short-term position/3 months)

Mercy Corps Timor-Leste is seeking to hire a Climate Change Officer will be responsible for carrying out implementation of the resilience and climate change components of the KOICA program, under the supervision of the DRR & Climate Change Deputy Program Manager, working to achieve program objectives and targets. The main responsibilities will include working with climate change stakeholders to strengthen the capacity of the government to access international climate change funding and to implement program activities that contribute to building resilience capacities through a Disaster Risk Reduction model in Dili.
Based in Dili, Degree in Climate Change, Disaster Risk Reduction; or another related degree; to succeed in this role, you will need excellent communication and problem-solving skills, as well as the ability to work with a variety of stakeholders to get important work done. Specific experience working with livelihood business stakeholders and private sectors and local government in Timor is a plus.
Climate Change Officer responsibilities:
- Implement PREPARADU climate change and DRR programming activities. This includes:
- Assist Deputy Program Manager to engage with the National Designated Authority to handover the GCF training module.
- Work closely with the Deputy Program Manager to understand barriers and opportunities to advancing climate change across the KOICA program and help identify strategic areas for action.
- Represent Mercy Corps at government, donor, NGO, and other relevant events. Coordinate activities with partners, donors, government, and other peer implementers.
- Support Program Team to Mobilize the community to participate in program activities.
- Build relationship with SDMC members, DDMCs, Chefe Sucos, and Chefe Aldeias
- Facilitate training to community members and SDMCs.
- Facilitate DRR at schools.
- Support program team to coordination with MAF for bioengineering activities
- Facilitate simulation exercises with schools.
- Operationalize and test early warning systems.
- Develop materials and provide support for awareness campaigns for disaster risks and effective responses.
Networks, Partnerships and Representation
- Work closely with the Mercy Corps’ Monitoring and Evaluation staff to ensure update and maintenance of accurate data and program progress using mobile data collection.
- Work closely with Mercy Corps’ program support team in Dili to ensure on time procurement and other logistical and administrative matters to avoid delays in program implementation.
- Ensure all activities are designed and implemented in a manner to increase inclusion of vulnerable populations, including women and persons living with disability.
- Ensure all activities are implemented in compliance with Mercy Corps’ and donor rules and regulations, including but not limited to protection of beneficiaries, finance and operations policies.
- Work closely with technical advisors to get the best input for technical program implementation.
Climate Change Officer requirements:
- Degree in Climate Change, Disaster Risk Reduction; or another related degree.
- Minimum 3 years’ experience climate change or related programs.
- Experience working with government officials.
- Experience building capacity of diverse team.
- Excellent time management and work planning skills, as well as the ability to prioritize tasks.
- Strong writing, reporting, organization, and communication skills.
- Fluency in Tetun, with proficiency in English preferred.
- Willingness to travel.
