World Vision Timor-Leste currently is seeking a motivated, and resourceful person to fill the position of Project Facilitator for Climate Finance Project to be based in Covalima!

Job Description

Project Delivery and Implementation (50%)

  1. Actively support Project Coordinator and Area Manager in project planning, implementation, monitoring and reporting processes relevant to assigned areas.
  2. Mobilize and prepare communities for smooth project implementation for enhanced impact.
  3. Facilitate and organize various project events/training /meeting in the communities as part of the project implementation
  4. Ensure timely and quality project implementation.
  5. Facilitate technical training according to the Project Detailed Implementation Plan (DIP).
  6. Respond timely and actively to any technical training requests,
  7. Develop TOR, deliver technical training and manage the logistics and finance administration of activities.
  8. Identify project risks and recommend course of action to Project Coordinator and Area Manager as needed.
  9. Ensure that gender analysis, Christian commitment, and child protection are mainstreamed within WV activities in their assigned communities.
  10. Assist the Project Coordinator in facilitating visioning and planning processes with community members.
  11. Develop monthly work plans and weekly activity schedule for submission to the Project Coordinator.
  12. Manage logistics and financial administration related to project activities and ensure effective and efficient utilization of program resources.
  13. Manage activity expenditures based on accountability standards of the national office and donor guidelines, while ensuring the highest levels of financial stewardship and integrity.
  14. Activities are implemented efficiently and effectively based on set targets and timelines.

Stakeholders Engagement and Partnerships (20%)

  1. Live among the people and build close and constructive relationships and actively learn within partner communities in order to understand their realities and facilitate development processes effectively.
  2. Communicate effectively World Vision’s identity, mission, vision, values and our approach to work in ways that are contextually appropriate and clear.
  3. Ensure that dialogue includes whole communities inclusive of their diversity.
  4. Analyse and understand the functions of various stakeholders, their influence and potential for partnership and capacity building needs.
  5. Responsible for maintaining and strengthening relationships with key partners, especially relevant government institutions moreover at sub-district level and below to secure necessary technical resources to support program implementation
  6. Enable and facilitate networking and connections among local stakeholder groups and between local partners and others outside the area. (Local stakeholders groups may include formal and informal community-based organizations, local churches, other faith-based organizations, businesses, other NGOs and local government agencies).
  7. Ensure that partnerships with other development partners are focused on promoting the well-being of children, especially the most vulnerable.

Monitoring, Evaluation and Learning (MEL) (10%)

  1. Assist the Monitoring and Evaluation (M&E)Team and Project Coordinator in data collection processes for project monitoring, evaluation and reports.
  2. Together with M&E Team utilize the monitoring system and tools of project implementation and to capture learning.
  3. Support the process of DME (Assessment, Design, Evaluation) in the respective sector in alignment with LEAP standards and associated guidelines and share lessons learned with
  4. communities, development partners and other WV Partnership stakeholders
  5. Submit monthly reports based on DIP and Monthly Activity Plan.
  6. Maintain up to date records of project documents, agreements, reports, photos, assessment and design and evaluations.
  7. Facilitate quarterly reflection and learning with engagement of Technical Specialists from the National Office.
  8. Ensure that sufficient and accurate information are supplied for donor reporting

Technical Quality Assurance (10%)

  1. Ensure that the project is technically sound both in design and implementation.
  2. Provide inputs and recommendations from project learning to improve project implementation and approach.
  3. Work closely with Technical Coordinators and/or Specialists to ensure target communities receive appropriate technical information, training and support based on WVTL's technical approaches.
  4. Identify training needs, prepare materials and facilitate trainings.

Other Responsibilities (10%)

  1. Attend and participate in weekly devotional meetings.
  2. Support in hosting the visits of sponsors, donors, and WV staff from other.
  3. Assist in humanitarian emergency disaster management.
  4. Other duties as assigned.

Education

  • University degree in Agribusiness, Agriculture, Forestry, Community Development or other relevant fields.

Preferred Knowledge & Skills

  • Have knowledge and/or experience facilitating or implementing community-based agribusiness activities, community-led saving and loan, or climate projects
  • Strong interpersonal, communication and collaboration skills
  • Proven time management and organizational skills
  • Competency in using computer applications (such as Microsoft Word, Excel and Outlook).
  • Fluent in Tetum. Ability to speak in local dialects of project implementation area would be an added advantage.
  • Working knowledge of English would be an advantage
  • Have an awareness of child and adult safeguarding
  • Able to ride a motorbike and have a driver’s license
  • Able to provide police clearance (if selected)

Required Experience

  • A minimum of two years of appropriate professional experience
  • Experienced in facilitating trainings or working in development projects and with community members.
  • Proven self-management and experience working as a team

Work Environment

  • This position is required 75% to live with the community or at least within the close proximity to ensure maximum encounter with the partner community
