About Women and Youth Creating Our Future (WYCF)

The Women and Youth Creating Our Future (WYCF) is a 5-year employment and entrepreneurship program funded by the US Government in Timor-Leste. Its goal is to support Institute of Business (IOB) to launching a center for entrepreneurship and employment called SENTRU to strengthen the workforce readiness, and technical and entrepreneurship skills of Timorese youth (including out-of-schools) and adult women.


Position Summary:

Private Sector Partnership Specialist will report to the Chief of Party (COP) and coordinate her/his activities with the SENTRU Director, Deputy SENTRU Director, and Skills Development Specialist (SDS). Private Sector Partnership Specialist will be responsible for building and maintaining successful relationship with partners, including, but not limited to, anchor firms, business associations, government agencies, international donors’ community etc.


Primary Duties and Responsibilities:

  1. Research, Planning, and Analysis
  • Lead tailored research and analysis on the industries and sectors, related to workforce skills needs and business opportunities for youth and women in Timor-Leste.
  • Interpret the findings of this research and analysis to design, develop and recommend training curriculum and strategies for SENTRU WYCF.
  • Plan, develop and manage, with the Chief of Party (COP) SENTRU Director, Deputy, and Skills Development Specialist (SDS), collaboration and working alongside specific private sector actors in delivery of the Program’s overall objectives. 
  • Formulate and present plans and submissions, develop and improve processes, systems, tools and training, including marketing, communications and outreach initiatives.
  • Present proposals to Chief of Party (COP) and senior management, Program staff, and with other partners and stakeholders to gain support and obtain commitments.
  1. Advice
  • Provide expert advice and recommendations to SENTRU WYCF senior management on strategies, policies, as well as program to advance SENTRU WYCF engagement with private sector actors. 
  1. Management
  • Manage a work section, with responsibility for providing direction, evaluating performance and recommending training.
  1. SENTRU WYCF Representation
  • Communicate, explain and SENTRU WYCF training strategy to external stakeholders, including the Timor-Leste government, other donors, foundations, research institutions, and private sector organizations. 
  • Participate in strategic networking with other donors, lenders, research institutions, policy makers and private sector actors.

Key Competencies Required:

  • Bachelor or Master degree in relevant discipline (business, administration, finance, etc.) 
  • At least 5 years of experience working related to the field of ICT, food processing, tourism, light industry or other relevant industry.
  • Demonstrated skills and understanding of the private sector development, investment facilitation and access to finance.
  • Experience in developing public-private partnerships with large firms and business associations.
  • Experience with women’s and youth programs.
  • Ability to work under pressure and meet hard deadlines. 
  • Experience managing several activities at a time. 
  • Experience working with multidisciplinary teams with a focus on social inclusion. 
  • Experience reporting to multiple lines.
  • Creativity, agility and team spirit.
  • Excellent communication skills.
  • Fluent in verbal and written English, Tetum and Indonesia.
