National ICT Adviser  


The Governance for Development (GfD) Transition Program is seeking a National ICT Adviser to support the development of a new in-house PMIS and other ICT systems that will enhance the functioning of the Civil Service Commission (CSC).

GfD is an Australian Government program supported by Cardno Emerging Markets that assists GoTL to improve economic development and service delivery.

The National ICT Adviser will report to the Civil Service Commissioner responsible for ICT and the new Development Unit.

This is a locally engaged staff position.  Applicants should have: bachelor degree in ICT, Computer Science, Engineering or related field, relevant post-graduate qualifications would be highly regarded, at least five years’ experience in a professional ICT role, at least three years of which should be in ICT systems development, experience in ICT systems development in a government setting and previous experience in system development using open source tools and languages would be highly regarded. Applicants should demonstrate skills in ICT programming and SQL database management systems such as SQL Server, MySQL and PostgreSQL, skills in database system development, strong interpersonal skills, including ability to liaise with Government officials and CSC counterparts, and a high level of proficiency and English and Tetun. Portuguese language skills would be an advantage.

About You
You will be a motivated and proactive graduate in ICT, Computer Science or Engineering with experience in ICT systems development, who has the right combination of talent, energy and a commitment to technical excellence. You will also have:

Qualifications

  • Bachelor Degree in ICT, Computer Science, Engineering or related field.
  • Relevant post-graduate qualifications would be highly regarded.
Experience
  • At least five years’ experience in a professional ICT role, at least three years of which should be in ICT systems development.

Skills

About the Program
Cardno Emerging Markets supports the implementation of the Governance for Development (GfD) Transition Program on behalf of the Australian Government.
The objective of the GfD Transition Program is to support the Government of Timor-Leste (GoTL) to achieve sustainable economic and human development as detailed in its Strategic Development Plan (SDP) 2011-2030.  The Program supports the development of fiscal and economic frameworks that aim to deliver sustainable government finances, promote economic growth and meet social needs. 
To achieve its development targets, Timor-Leste is striving to improve the performance of its government agencies. The core work under GfD is with central agencies to improve policy development and systems that are most important to economic management and service delivery.  The key agencies that GfD supports are:
  • Office of the Prime Minister (OPM), including Planning, Monitoring and Evaluation Unit (UPMA) and TIC Timor
  • Ministry for the Coordination of Economic Affairs (MCAE)
  • Civil Service Commission (CSC)
  • Ministry of the Presidency of the Council of Ministers (PCM)
  • Selected Line Ministries and Autonomous Agencies, including SEFOPE, SERVE and AACTL
In addition to technical support to government agencies, GfD has a number of grants with partner organisations (multilaterals, Australian and local), for research, inclusion of other voices in public policy and additional reform-specific work. Some grants are managed by Cardno and some are managed directly by the Australian Embassy.  The GfD Program’s strategy and government engagement is led by the Australian Embassy in Dili, with support from Cardno. GfD Program implementation is managed by Cardno.
