Position Purpose: The Program Coordinator is responsible for overseeing the planning, implementation monitoring, and reporting of the Viqueque based projects according to ADRA Timor-Leste and donor guidelines and standards. The Program Coordinator will oversee building the capacity of the project teams and ensuring quality in service delivery.
Key Responsibilities
- Expected Outcome 1 – Program Management
- Maintain regular communication with the Country Director.
- Maintain regular communication with the Dili-based program team.
- Provide management and operational support to Project Managers ensuring projects are implemented in compliance with approved guidelines, procedures and policies
- Monitor project progress and budgets (target vs achievement, burn rate)
- Review Monthly, Quarterly and Annual Reports for all projects
- Support Adhoc projects documentation, case studies and assessments as appropriate
- Assist and support new concept and project assessment and design
- Ensure the establishment of Annual Cycle activities (DIP/ Annual and Quarterly Reflections) for assigned projects
- Keep track of Project DIP as reported by M&E officer.
- Ensure the following is implemented in collaboration with project managers:
- Selection and validation of beneficiaries
- Development of the Detailed Implementation Plan (DIP) as per donor guidelines and orientation.
- Crosscutting issues such as gender equity, child protection, disability inclusion and environment are considered throughout implementation.
- Review TOR for all major activities for all projects
- Draft contract and initial TOR or partner agreement negotiations with consultants or trainers
- Support the Program Quality Coordinator and Country Director in donor relationships
- Expected Outcome 2 – Human Resource Management
- Develop and/or review project-based job descriptions
- Assist in mediation of personnel issues and foster a learning culture within the team.
- Provide relevant training of staff in PROCOM, quarterly meetings and field visits as required
- Assist with recruitment of project staff
- Attend professional development sessions and relate information to staff
- Manage the performance of Program Officer
- Expected Outcome 3 – Monitoring, Evaluation, Learning and Public Relations
- Undertake monitoring trips and write trip reports
- Review and give feedback to Project Managers trip reports
- Monitor project activities and provide feedback to Project Managers for improvement and to share appreciation for team members’ progress and effort.
- Coordinate the implementation of baseline survey, annual reviews and final evaluation with Project manager, M&E Officer and Program Director.
- Review quarterly and bi-annual progress reports according to donor and country office reporting guidelines.
- Organize and coordinate lessons learnt workshops.
- Finalise stories of success or challenges from community members, leaders or other stakeholders for public relations and communication purposes.
- Represent ADRA with relevant national stakeholders and partners as required.
- Attend working groups meetings as required.
4. Expected Outcome 4 – Administration and Financial Management
- Approve project staff travel plans.
- Regularly assist the project finance and administration staff.
- Review and Approve relevant project Procurement Plans.
- Maintain regular communication with Finance and Administration Director for financial questions or guidelines.
5. Education, Experience, and Competency Requirements
- Degree in development, or related field.
- Minimum of 5 years of development experience
- Demonstrated leadership skills and interpersonal skills
- Fluency in both written and spoken English and Tetum are essential.
- Knowledge of principles of agriculture production, value chain and/or water resource management
- Report writing and information management skills
- Demonstrated experience in donor/government relations and coordination
- Ability to develop Team capacity
- Demonstrated proficiency with MS Office
