MSA Support Director
Locally Engaged Staff – applicants must have existing right to live and work in Timor-Leste. Visa support is not available for this role.
The overall program goals are:
- To strengthen government institutions to deliver quality services that are accessible to all;
- To support the resilience of communities through broad-based participation, economic opportunity, and improved village infrastructure
These overall goals are advanced through the following four program components:
- Support to PNDS (Programa Nasional Dezenvolvimentu Suku or National Program for Village Development)
- Municipal level support
- Rural water
- Subnational roads

- Lead and manage the PARTISIPA team based at the Ministry of State Administration, comprising advisers with mandates to support the delivery of GoTL programs and activities in relation to decentralisation, community development and Municipal strengthening, and associated sectoral areas.
- Work closely with PARTISIPA counterparts within the Ministry of State Administration to coordinate technical and activity support provided through the PARTISIPA program

About You
- Degree in management, international development and/or community development, natural resource management, governance or equivalent.
- At least ten years of professional experience in a senior leadership role in one or more of the following: operational management, program management, project implementation, service delivery, community development, water and sanitation.
- Demonstrated experience in leading and delivering major development projects and getting results.
- Strong interpersonal and advisory skills including demonstrated experience in a diverse array of capacity development techniques.
- Demonstrated experience in leading, managing and working within a multi-disciplinary, multi-cultural and geographically dispersed team environment.
- Highly developed oral and written communication skills in English; language skills in Tetum and Portuguese, while not essential, will be highly regarded.
