Summary
DAI in association with the Klibur Mata Dalan Foundation, MundiServiços (Mundi Consulting), Sociedade Portuguesa de Inovação (SPI) and Polytechnic University of Leiria, is implementing the Millenium Challenge Account – Timor Leste (MCA) funded TALENT project. The project aims to improve learning outcomes of secondary students throughout Timor Leste, through teacher and school leader education and training.

The Finance Officer (FO) is a full time positon to support effective and compliant local project financial operations. The role reports operationally to the Team Leader and contractually to DAI’s local partner organisation, the Klibur Foundation. It also involves close cooperation with finance and project management teams at the DAI headquarters in Europe. The key responsibilities are to provide effective and compliant project financial management in line with DAI, MCA and Government of Timor Leste requirements. The role will also involve ad-hoc support to other areas of project operations and administration.

Responsibilities
  • Management of local financial resources and expenditure operations of the TALENT project.
  • Financial planning: receiving budget and utilisation reports from the DAI headquarters, reviewing planned activities with the of the TALENT project team, updating the forecast and sending funds requests on a monthly basis.
  • Procurement of goods and services in Timor Leste with strict application of project procurement policies.
  • Making payments to vendors ensuring required documents are obtained and completed for all transactions in line with policies, such as purchase requests, approvals, invoices and receipts.
  • Support to tailor the TALENT project financial management manual and lead on establishing clears steps, responsibilities and timing around the team to manage finances.
  • Maintaining account records (e.g. entering transactions into excel cashbooks), reconciling accounts on a weekly basis, and sending end of month reconciliations with supporting documentation to the DAI headquarters.
  • Supervision of petty cash, ensuring approvals and supporting documents are obtained and maintained, and reconciliations are completed.
  • Oversight and maintenance of the TALENT project assets management processes, including maintenance of the assets register.
  • Financial records management, including (i) physical filing on a daily basis, (ii) scanning documentation to the project SharePoint site, and (iii) every six months, sending hard copy files by courier to the DAI headquarters finance team in London. Thorough and systematic daily record keeping of complete financial documentation is a crucial responsibility for the role.
  • Work with other project team members to occasionally contribute to areas of project operations, such as contracting, tax compliance management, human resources, supplier management and logistics.
  • Other tasks as reasonably agreed with the Team Leader.

Selection Criteria
  • A recognised accounting qualification.
  • At least five years of professional experience.
  • Three or more years of experience in financial management, with demonstrated knowledge of tasks required for the role as described above.
  • Experience working with international organisations or on international development projects. Past experience with US Government or similar bilateral donor funded projects. Prior experience with DAI is not required, but experience with a similar development company would be an asset.
  • Possessing a highly detailed and systematic approach to financial accounting and record keeping.
  • IT proficiency, including MS Office and accounting software.
  • Excellent interpersonal and relationship management skills.
  • Fluent written and spoken English and Tetum. Portuguese would be an asset.
