PROGRAM MANAGER

Salary: US$1,651.00 plus benefits
 
Mercy Corps Timor-Leste is seeking to hire a qualified PROGRAM MANAGER will work closely with the Program Technical Lead and Coordinator to ensure the successful delivery of the project. S/he will ensure Mercy Corps delivers high-quality climate resilience building-related activities on time, on scope, and within budget. The Program Manager is responsible for providing overall leadership, reporting, and communication for the program. The Program Manager will collaborate with external stakeholders to leverage the impacts of Climate Change, with a focus on improved coordination and technical capacity among national government partners.
 
Based in Dili, Degree in Business Administration, or related field required. To succeed in this role, you will need excellent communication and problem-solving skills, as well as the ability to multi-task, meet deadlines and process information in support of changing program activities to get important work done.
 
Program Manager Responsibilities:
Essential Job Responsibilities
Strategy & Vision
  • Provide overall leadership and vision for the program, including providing technical assistance and leading initiatives to integrate climate-sensitive solutions with improved knowledge to be resilient to the climate impact.
  • Lead the team to engage target communities in a participatory manner to identify and adapt durable and sustainable solutions to climate risk preparedness, with a particular focus on sustainable mitigation, and, where appropriate, early warning and contingency planning.
  • Leverage DRR and climate change activities to build the resilience of vulnerable coffee farmer populations, including women, girls, and people living with disability
Program Management
  • Oversee program implementation according to Mercy Corps’ Program Management Minimum Standards.
  • Manage budgetary control of expenditure, manage donor funds, and prepare financial reports in line with donor requirements and Mercy Corps regulations in collaboration with the finance department
  • Submit timely high quality donor reports in line with project agreement.
  • Oversee the program filing system for all project related activities and ensure that information is organized according to the reporting and auditing needs of the project.
  • Advise the Program Technical lLead (PTL), Cluster Coordinator (CC), and field team, setting objectives and priorities, and ensuring teams have the technical and operational support needed to implement assigned activities.
  • Work closely with the PTL, CC, and field team to ensure monthly and quarterly work plans are developed, and updated on a regular basis, and activities are delivered on time, on budget, and on the scope.
Team Management
  • Assist in the recruitment and training of program staff to ensure staff are of the quality and capacity to ensure the successful implementation of all project activities. Monitor and advise on staffing needs throughout the program.
  • Ensure the close coordination and sharing of information between the various sectors of the program staff including engineering, agriculture, community development and program support with regular program meetings and activity plans.
  • Provide direct and ongoing supervision and managerial support for all direct reports.
MONITORING, EVALUATION, RESEARCH, AND LEARNING
  • Work closely with the country Monitoring, Evaluation, Research, and Learning (MERL) team, field team, and PTL to ensure that key monitoring data is identified, collected, and reported (PMP updated) in a timely and accurate manner using the correct MERL tools and processes, and that monitoring and learning are deeply valued and integrated into all program activities.
  • Carry out Quality Assurance by conducting regular and as-needed program quality assurance of both Mercy Corps’ and our partners’ work including frequent field visit spot checks, data verifications, and documenting and reporting these actions and corresponding findings.
PARTNERSHIP / STAKEHOLDER MANAGEMENT
  • Work closely across departments- Program Managers, Technical Support Unit, MERL, to ensure teams are united in their goals and strategy to advance gender equity and social inclusion and foster an organizational culture that supports gender equality and social inclusion.
Program Manager Requirements:
 
  • 5 years of relevant experience in international relief and development programming at an INGO
  • Strong written and oral communication skills in English and Tetum; Understanding of Mambae is preferable.
  • Prior experience supervising diverse teams
  • Thorough understanding of climate change, resilience market-driven/economic development, DRR, and agricultural development programming is highly desirable.
  • Demonstrated experience working with a diverse group of stakeholders including government officials and private sector actors.
  • Strong representation, networking, and facilitation skills. Proven ability to synthesize and communicate complex subjects/topics effectively to multiple stakeholder groups.
  • Effective multi-tasking, organizational, and prioritization skills.
  • Demonstrated ability to transfer knowledge to diverse audiences through training, mentoring, and other formal and non-formal methods.
  • Strong management, team building, and capacity development skills.
  • Demonstrated attention to detail, ability to follow procedures, meet deadlines, and work independently and cooperatively with team members.
