Job Description:
Project Management
- Provide supportive and empowering leadership of project staff in accordance with the Transformational Development principles
- Collaborate with field staff, technical advisors and key stakeholders in the community to determine the right mix of project models and cross-cutting themes, ensuring that the programme activities address the root causes of vulnerability and strengthen the Drivers of Sustainability, with a view to ensuring that improvements in CWB brought about through the programme continue and are further enhanced after World Vision leaves.
- Adapt the programme design to fit the local context and continually review and adapt it as needs and circumstances change as informed by community engagement and other action learning processes.
- Design programmes to strengthen gender equality and the empowerment of people with disabilities and disadvantaged minorities
- Work with GAM and technical programme staff to design projects for donors that are based on consultation with local communities, and which promote Transformational Development and Sustainability.
- Provide leadership, technical and administrative guidance to Project Coordinator, Community Development Officers, M&E and Comms staff.
- Prepare detailed implementation plan and key milestones based on approved plan, budget and framework agreed with the donor.
- Oversee monthly activity work plans and budgets within WVTL’s project team
- Ensure effective and efficient utilization of program resources through monitoring and tracking expenditures against project plan
- Conduct quarterly progress review of project within WVTL and across partner organizations
- Identify project risks and prepare mitigation measures
- Address implementation and operational challenges. Raise issues and recommend changes and course of action to supervisor as needed.
- Identify any capacity gaps amongst WVTL staff and implementing partner and facilitate capacity building activities where appropriate and possible.
Stakeholders Engagement, Partner Monitoring and Support
- Consult with Area Managers and Project Coordinators on stakeholder engagement plans and activities
- Lead external relationships and engagement with relevant NGOs and government institution at national and municipality level.
- Build a range of effective relationships at the programme level to encourage
- collaboration, local ownership and to build resilience
- Facilitate the development of multi-stakeholder partnerships to make use of different strengths and diverse resources within the community
- Support partnerships to ensure that shared projects are implemented effectively to achieve agreed goals.
- Develop capability of local partners, stakeholders and duty-bearers with a view to ensuring that there is continuing accountability, capacity and resources to support Child Well-being after World Vision leaves.
- Promote and establish appropriate reflection and learning events in order to improve design of programmes/projects.
- Ensure that project team and implementing partner have access to appropriate information, tools and resources to enable compliance of projects with organizational standards and legal requirement in the areas of financial management, supply chain management, people management and project management
- Provide technical support for project and implementing partner to deliver project outcomes, including reaching most vulnerable population as per project design
- Ensure rigorous beneficiary selection in discussion with local government authorities, stakeholders, WVTL staff and implementing partner
- Manage, monitor and document performance of implementing partner every month, to ensure that the implementation of project is delivered according to plan, budget, timeline and in alignment with quality standards and benchmarks
- Support implementing partner to manage relationship with Local Government, bodies and networks as necessary
- Manage field visits of donor and WVTL’s key stakeholders
Information Management and Project Reporting
- Prepare monthly management reports and other periodic reports per WVTL requirements
- Draft annual and end of project reports per donor timeline, formatting and requirements. Collaborate with other WVTL staff for report review and approval process for submission.
- Clearly communicate timeline, process, and specific requirements to internal/field teams to ensure the timely delivery of high-quality information, data and reports
- Ensure WVI systems are kept up to date with project information
- Ensure project information and database is updated by relevant staff updating database and other digital platforms to input statistics and data
- Collect relevant information that will be useful for preparing program and project profiles
- Prepare program/project summaries including infographics on progress
- Coordinate within WVTL and implementing partner to maintain data that are properly disaggregated and stored to inform project progress
Monitoring, Evaluation and Learning
- Fulfill roles and responsibilities per the approved WVTL Monitoring Guidelines.
- Collaborate with WVTL’s Evidence and Learning team to ensure that baseline, midterm review and final evaluations/endlines are conducted well and in timeline manner
- Ensure that appropriate M&E tools are used and in place to monitor and track progress within WVTL as well as implementing partner
- Carry out regular monitoring at field level and interact with stakeholders and beneficiaries
- Establish WVTL accountability mechanism to make project accountable to beneficiaries
Others
- Familiarize with WVTL country strategy, technical programs, projects, policies and guidelines.
- Carry out duties as assigned by supervisor and WVTL management
- Assist in humanitarian emergency disaster response
Required Professional Experience
- At least 5 years of professional work experience, 2 years of which in project coordination or project management.
- Previous work experience in Agroforestry, Carbon Farming, Financial Literacy and related projects would be highly desirable.
Required Education, training, license, registration and certification
- Bachelor’s degree in Agroforestry, Agriculture, Development Studies, Community/Rural Development Studies, Project Management, or other relevant social science field.
Preferred Knowledge and Skills
- High level of fluency in English and Tetum language (reading, writing and speaking)
- Demonstrated leadership and management skills
- Strong teamwork, collaboration and communication skills
- Excellent planning and report writing skills
- Excellent problem-solving skills and able to work under pressure
- Well-organized and detail oriented
- Able to mentor and motivate other team members
- Capacity building experience and experience supporting local NGOs would be an advantage
- Have an understanding of project-cycle and M&E processes
- Have good understanding of GEDSI, community led activities and local advocacy
- Have good understanding of child and adult safeguarding
- Good knowledge of computer operation and use of Microsoft Office applications
