Job Description:

Promote community understanding of transformational development in World Vision’s work

  • Facilitate understanding of Transformational Development with stakeholders in the community (Who We Are in the Critical Path), using local language that is appropriate for the context and the community
  • Respond appropriately to inquiries and concerns about World Vision’s Transformational Development approach, showing respect for existing community concerns and perceptions
  • Build trusting relationships with community stakeholders by treating all individuals with respect, patience, fairness and dignity, and by being inclusive and culturally sensitive
  • Participate appropriately in local events and activities to learn more about the community and avoid behaviour that could harm World Vision’s identity and standing in the community

 Apply Transformational Development principles in your work

  • Listen carefully to community stakeholders, especially vulnerable children, to fully understand their vision, priorities, needs and vulnerabilities, and to identify root causes and risk factors
  • Actively solicit feedback and complaints about World Vision’s work and take appropriate action in response
  • Facilitate or participate in community review and planning meetings to ensure that meetings are inclusive and participatory, and that representative local opinions, including those of vulnerable groups, are heard and acted on
  • Conduct community engagement thoroughly, following the steps of the Critical Path to design, implement, review and adapt programmes.
  • Prioritise the participation and inclusion of the most vulnerable groups to ensure that projects target their needs and take account of their views.
  • Empower local people with the knowledge, skills and confidence to address challenges and make use of opportunities
  • Promote the empowerment of women and girls, people with disabilities and other minorities, so they can fully participate in society and in decisions that affect them
  • Connect with local stakeholders to achieve shared goals, leverage local resources and skills, and seek partnerships characterised by equity, transparency and mutual benefit
  • Assess and strengthen partner organisational capacity
  • When the context permits, use advocacy to challenge systems that cause poverty and vulnerability, including those that create barriers to the exercise of legal rights; use social accountability to increase awareness of rights, to encourage transparency and to improve public services, especially for children
  • Adapt project activities to fit the local context and continually review and adapt them as needs and circumstances change, informed by community engagement and other action learning processes.

Strengthen outcome sustainability in the design and implementation of programmes

3.1 Promote local ownership of development programming through encouraging local community stakeholders, including the most vulnerable, to lead participatory decision-making processes and programme activities

3.2 Encourage children, families and communities to believe in their ability to address challenges and make use of opportunities, drawing on their knowledge, skills and resources

3.3 Model and help build strong and healthy relationships within families and communities, including different faith communities

3.4 Where the context permits, work with faith leaders and other respected stakeholders to address harmful beliefs and social norms that cause vulnerability

3.5 Strengthen the ability of individuals, households and communities to manage risks and develop resilience to shocks and stresses, addressing factors that cause vulnerability on a pathway out of poverty and risk.

3.6 Build community capacity to hold public sector service providers accountable for the quality and quantity of services delivered using social accountability mechanisms.

3.7 Equip community members and stakeholders to engage in collaborative dialogue with decision makers at the local and national level to press for wider systematic changes to policy and procedures.

3.8 Identify and work with local partners to strengthen their capacity to continue to support CWB after World Vision’s programme closes.


Building Relationships

  • Apply incarnational living, by living among the people in the community, in line with World Vision’s core values.
  • Build close and constructive relationships and actively learn within partner communities in order to understand their realities and facilitate development processes effectively.
  • Undertake social networks analysis in order to understand the functions various stakeholders fulfil, power dynamics, potential for partnership and capacity building needs.

Monitoring and Evaluation:

  • Fulfil roles and responsibilities in the monitoring system per the approved WVTL Monitoring Guidelines
  • Track and evaluate the effectiveness of community programs and initiatives.
  • Assist the Monitoring and Evaluation (M&E) Team and Project Coordinator in data collection processes for project monitoring, evaluation and reports.
  • Together with M&E Team utilize the monitoring system and tools of project implementation and to capture learning.

General Responsibilities

  • Attend and participate in weekly chapel services and regular devotional meetings.
  • Support in hosting the visits of sponsors, donors, and WV staff from other.

  • Assist in humanitarian emergency disaster response

Required Professional Experience

  • A minimum of three years of professional experience. Previous experience working in a donor-funded project would be an advantage.
  • Demonstrated experience in project implementation, monitoring, evaluation and report writing.
  • Proven leadership ability and experience as a team.

Required Education, training, license, registration and certification

  • Bachelor’s degree in Agroforestry, Agriculture, Development Studies, Gender Studies, Community Development, Project Management or another relevant field.

Preferred Knowledge and Skills

  • Fluent in Tetum. Ability to speak in local dialects would be an added advantage.
  • Working knowledge in spoken and written English communication.
  • Good interpersonal and coordination skills.
  • Proven leadership experience and the able to supervise staff.
  • Competency in using computer applications (such as Microsoft Word, Excel and Outlook).
  • Good administrative skills including budgeting and report writing.
  • Organised and able to make strategic work plans.
  • Adaptable and able to address problems appropriately.
  • Good presentation and communication skills
  • Proven time management and organizational skills.
  • Ability to  ride  a  motorbike  and  have  the  license  or willingness to learn this
