INTRODUCTION:

CARE’s long term program will focus on women and girls in rural disadvantaged areas with four priority areas: SRM Health and Rights, Women’s Economic Empowerment, Women’s Voice and Education.

PURPOSE OF THE POSITION:
The M&E Senior officer is responsible for the collection of key monitoring data that monitors participation, changes in knowledge, and skills attitudes of people and duty bearers as a result of their participation in the program. The focus of the role is on development and implementation of effective monitoring evaluation and accountability system (including data collection and analysis, and data management) and representing in the meeting and various reporting requirements, knowledge management) and contribution to effective implementing agency.

MAIN RESPONSIBILITIES:

The Senior M&E officer will report to the project manager and closely work with AHP consortium Country Coordinator and MEAL technical advisor.

The jobholder is responsible for supporting the Program Manager in documentation, reflection and reporting processes to ensure effective monitoring and evaluation of the program implementation, collection of programmatic lessons learnt that would contribute to project improvement, strategic planning and decision-making.

Key Responsibilities
  • Working closely with program manager to design and develop methodologies and tools related to monitoring, evaluation and learning
  • Regularly updating the project beneficiaries database and ensure that all data collected through the M&E system is disaggregated by sex, disability, urban/rural and ages and other required disaggregation by the project MEL framework
  • Collect monitoring data on regular basis and produce regular monitoring report to inform the ongoing and future programming
  • Build the strong relationship with relevant stakeholders, and able to search and collect secondary data and putting in the M&E system as data base
  • Undertake analysis of data on a quarterly basis and share results during staff and partners and stakeholder meetings;
  • Lead and implementing M&E system for better learning and development,
  • Facilitate the dissemination of the lessons learned at local and national level.
  • Ensure that all key project documents are saved and organized accurately
  • Ensure the quality of implementation of project specific activities in line with the program MEL plan and close collaboration with the Program Quality unit.
  • Support team in baseline, mid line, and end line data collection process and also reporting.
  • Track progress of planned activities and based on the progress prepare plan for the next.
Liaison and Representation
  • Liaise with relevant stakeholders to update/share the project progress
  • Represent CITL in all forum if required.
Other
  • To proactively participate in the APPA process including the annual appraisal, midyear review and regular 1:1 meetings, ensuring that the APPA process (including the paperwork) is an integral component of Annual Work Plans and activities as applicable.
  • Promote a safe and secure work environment; foster a culture of safety and security awareness and consistently follow all CARE safety and security policies, procedures and directives
  • Demonstrate an understanding of gender equality and women’s empowerment, disability inclusion and a commitment to CARE’s approach and values including ethnic diversity and cultural sensitivity

EXPERIENCE AND QUALIFICATIONS:
  • Minimum post graduate degree in social sciences, statistics or related field, or minimum 5 years' relevant work experience in monitoring, evaluation or research, preferably with an International Non-Government Organization (INGO);
  • Good level of proficiency in Windows Excel and quantitative and qualitative data analysis
  • Strong M&E background ,
  • Experience in program design and M&E plan development
  • Ability to design M&E tools, surveys, surveillance systems, and evaluations
  • Strong interpersonal skills and managerial capacity
  • Strong analytic and reporting skills;
  • Excellent communication skills and teamwork;
  • Highly developed inter-personal skills, particularly with people from different social, ethnic and cultural backgrounds;
  • Understanding of basic gender concepts, child protection and thoughtfulness of gender issues in different cultural, social, and geographic settings;
  • Fluent in written and spoken Tetum;
  • Experience working with different stakeholders including government; civil society and communities
  • Experiences in using of digital data collection tools and experience in participatory and a community development approaches would be an added advantage
  • Writing, speaking and able to communicate in English as an assets
