The New Zealand Embassy in Dili is looking for a highly motivated individual to join its dedicated team as a Development Programme Coordinator. The position is responsible for the delivery of the New Zealand Aid Programme in Timor-Leste.

About the role
In this position, you will work with a small team to appraise funding proposals, prepare contracts, and manage budgets and financial reconciliations for aid activities. You will undertake monitoring and evaluation site visits to activities across the country, and prepare reports on aid programme activities. You will also build and maintain relationships with non-government organisations, international agencies, scholarships alumni, donor partners and government agencies.

This is a locally employed position, with terms and conditions being set in accordance with Timorese employment requirements. No relocation or other expenses are payable in relation to this position. We offer:
  • 5 day work week (office hours: 8.30am – 5.00 pm) (Note: Office hours will be impacted by COVID-19 and some remote work from home will be necessary to start).

Who are we looking for?
Candidates must have the right to live and work in Timor-Leste, and should have the following qualities and experience:
  • A tertiary qualification, preferably at post-graduate level, in a relevant discipline (e.g. development studies, international relations, public policy, agriculture, education, environmental management).
  • Excellent written and oral communication skills, in both English and Tetun.
  • Proven experience in development programming with a multi/bilateral donor, including project cycle management, strategic planning, financial management, monitoring and evaluation.
  • Good analytical skills leading to sound judgements, and the ability to present these in clear, complete and concise reports, submissions and proposals.
  • Excellent computer skills with advanced competency in the Windows operating environment, including Excel and Word.
  • The ability to develop, build and maintain working relationships with partners including officials, scholarship students, contractors and other donors. Ability to work with people from other cultures.
  • Ability to work cooperatively in a team environment.
  • Willingness to travel including to project sites within Timor-Leste.
