CALL FOR PROPOSALS TO DELIVER THE TRAINING FOR HAFORSA 2 PROJECT

TERMS OF REFERENCE

CARE INTERNATIONAL IN TIMOR-LESTE OVERVIEW

CARE is an international development organization fighting global poverty with a specific focus on working with women and girls to bring sustainable changes to their communities. CARE aims to tackle the underlying causes of poverty and social injustice and to bring lasting change to the lives of poor and vulnerable people.

 

CARE is a recognised global leader in women’s empowerment and gender equality and has developed core approaches, tools and processes to support this priority area. CARE believes that improved gender equality leads to improved wellbeing and social justice for women and girls and their families, including men and boys.

 

HAFORSA 2

 

HAFORSA 2 is a three year agricultural based project (December 2020 to October 2023) based in Atsabe, Ermera, Timor-Leste. The Ministry of Foreign Affairs (MoFA) Japan, through CARE International in Japan funds the project. CARE International in Timor-Leste implements the project. The project is working with 12 Farmers Groups (FG) and constructing water supply and drip irrigation systems in 5 aldeias in this year and organizing several workshops and training for the capacity building of FGs.

 

Project goal:

Livelihoods in Atsabe Sub-District of Ermera Municipality is improved.

 

End of project outcome 1:

Horticultural production in farmlands of the farmer groups is increased.

 

End of project outcome 2:

Women's members of FG's increase their influence on decision making in their FG's with increased numbers of women in leadership roles.

 

EXPECTED OUTPUTS AND DELIVERABLES:

The project is looking for an organization that can deliver the training for the target groups in Atsabe, Ermera.  The objectives of the training are to improve the capacity of Facility Management Committee (FMC) members to manage the fund of the FGs for the repair and maintenance of the water and drip irrigation facilities for sustainability of their activities and to enhance the accountability of the FMCs and FGs to avoid any possible conflict and misunderstanding among members as well as communities etc.

 

  1. Development of training modules/materials: The target group of the training is FMC members (6 members per group) of the water supply and drip irrigation systems who have very limited formal education background plus some FG members who have basic knowledge of literacy and numeracy.  The training should cover the following topics but not limited:

l  Numeracy the participants have very limited knowledge on numeracy/mathematic literacy however can gain basic skills in addition, subtraction, multiplication and division. 

l  Budgeting the participants need to understand how to calculate how much they need for repair and maintenance of the facility and how to manage the budget.

l  Money collection help the groups establish a mechanism of collecting money from the FG members and ensure good recordkeeping for accountability.

l  Execution of the budget including recordkeeping

l  Management (security) of the money help the FMC keep the collected money safely

  1. Delivery of training and submit completion report:  In cooperation with the field staff, deliver the 4-day training sessions for 5 FMCs.  We will invite 8 people per aldeia (6 of them are FMC members and 2 are from FG members who have basic knowledge of literacy and numeracy.)  The training can be delivered in either aldeia level or suco level.  Needs to consider the convenience of the participants as well as the COVID-19 related restrictions.

METHODOLOGY:

Training needs analysis (1 week):  Collect necessary information to develop training modules either directly from the target groups or indirectly through field staff members and identify their training needs.

Module/materials development (3 weeks):  Based on the needs of the FMC and FG members, develop appropriate modules and materials for the training.

Deliver 4-day training on collecting and management of repair and maintenance fees and write a report (1 month for the delivery of the training and report writing):  In cooperation with the field staff members, deliver the training either in aldeia level or suco level in Atsabe.

CARE STAFF LIASON

The organization will liaise directly with the Project Manager and/or Deputy Project Manager as the principle contact.

EXPERIENCE AND QUALIFICATIONS:

  • Experience in delivery of the similar training (topics and target groups etc.)
  • Understanding of the situation of rural communities.
  • Capacity to meet the requirements of CARE in terms of reporting and settling the expenses etc.
  • Training needs to be delivered in Kemak.
  • The report should be submitted in English.

SUBMISSION:

Interested organizations should submit a proposal that clearly addresses the following to CITL, Bairo Pitte, Dili, OR by email vicente.soares@careint.org  before or by date deadline on 7th of September 2021. Only successful organizations will be contacted for the interview;

  • An organizational profile
  • A no more than 3-page work plan and schedule
  • An all- inclusive costed budget to include the module development fee and training fee and inclusive of the 10% tax to be paid to Timor-Leste Government (in USD).
