General Background
Oxfam has been supporting development and humanitarian work in Timor-Leste for more than 40 years with over 20 years country presence. Oxfam in Timor-Leste (OiTL) is currently implementing a multi-sectorial program in partnership with civil society and community-based organizations, as well as constructive engagement and coordination with government institutions at national and sub-national levels. Oxfam is a human rights-based and feminist organization with rights and feminist principles underpinning all its operations in Timor-Leste including its approach to leadership, inclusion and influencing. Under its new Country Strategy 2021-2025, Oxfam program focus includes gender justice, climate justice and just economies with gender, inclusion, evidence-based influencing and advocacy integrated across all program pillars. Our vision is a Timor-Leste that is just, inclusive and sustainable.
Oxfam in Timor-Leste (OiTL) is currently looking for consultants to do English language editing, layout and graphic design, as well as Tetum translations.
Details of the roles and responsibilities are laid out below;
Roles and responsibilities:
English language proofreading and editing:
- Proofread and edit a draft Country Strategy document of 35 pages with clarity and conciseness using standard British English.
- Identify repetitions and editing down the current draft Country Strategy to 20 pages maximum.
- Correct errors in spelling, punctuation, grammar, and ensure a cohesive style of writing.
- Fact-checking of names, dates, events, titles and other information.
- Develop a four-page summary 2021-25 Country Strategy highlighting the key components and themes of the document. The primary audience of the Country Strategy Summary is OiTL’s government stakeholders, donors, partners, strategic allies and networks.
- Based on Oxfam’s 2020-21 program reports (to be provided), develop Comms materials highlighting Oxfam’s milestone successes including success stories where needed. At least 1 pager for the overall summary achievement, and 1 page each for Inclusive Development, Livelihoods, and Resilience program pillars.
Graphic Design/ layout:
- Layout design of 2021-25 Country Strategy document in line with Oxfam branding guidelines.
- Layout design of the 4-page Oxfam country strategy summary using Oxfam branding guidelines.
- Layout design of Communications materials for Oxfam’s 2020-21 annual reports.
- Attend Country Strategy workshop with staff and partners and develop a Vision Poster for 2021-2025 Oxfam Country Strategy.
- Layout design of the Tetun versions in line with the English versions.
Tetum translations:
- Tetum Translation of full Country Strategy and Summary Country Strategy using national linguistic institute (INL) guidelines.
- Tetum Translation of four pager Comms materials using national linguistic institute (INL) guidelines.
- Tetum translation of Comms materials developed for 2020-21 annual report summary using national linguistic institute (INL) guidelines.
Expected Outputs
For the editor:
- Edited Country Strategy submitted to OiTL Associate Country Director and Country Director for revision as per the agreed timeline.
- A four-pager Country Strategy Summary in English produced for revision by ACD and CD. Primary audience for this summary is OiTL’s government stakeholders, donors and implementing partners.
- Final versions submitted for approval based on feedback and comments provided, if any.
For the Layout/ graphic designer:
- Completed layout of Oxfam Timor-Leste’ 2021-25 full Country Strategy document both the English and Tetum versions
- Completed layout of four-pager summary country strategy document both the English and Tetum versions
- Participating in Country Strategy Workshop with OiTL partners facilitated by OiTL team
- Lead/co-facilitate poster based on a full day work.
- Comms materials from Oxfam’s 2020-21 Program reports produced. The primary audiences are donors, government stakeholders, partners and beneficiaries.
For the Tetum Translation:
- Tetum translation of the Full Country Strategy completed and submitted for revision by OiTL Associate Country Director and Country Director.
- Tetum translation of the four-pager Country Strategy completed and submitted for revision by OiTL Associate Country Director and Country Director.
- Tetum translation of Comms materials produced form OiTL’s 2020-21 program reports.
- Adjustments made based on inputs and feedback from OiTL and submission of final versions for approval.
Skills required
- Native English speaker with demonstrated experience in proofreading and language editing
- Demonstrated skills in producing report graphic designs and layouts
- Experience in producing comms materials for international development organizations, government and civil society organizations.
- Strong attention to detail and organizational skills.
- Excellent communication, both written and oral.
- Demonstrated skills in translation of English to Tetum documents and vice versa.
- Ability to maintain high-quality work and function independently while meeting tight deadlines
- Ability to work with a dynamic team, consider diverse opinions and settle differences.
- Experience in facilitating processes to develop graphic representation of strategies/ideas collectively with groups that can become a poster desired.

Instructions for Submission of Applications
Your Expression of Interest must include:
- A cover letter outlining why you are interested in the work and experience against the above required skills and experience.
- A CV that outlines relevant experience.
- Links to examples of editorial work undertaken previously, particularly any similar work complete.
- Provide past examples of graphic design work or provide the link where the examples are available online.
- Provide past examples of Tetum translation work or provide link where the work is available online.
- A financial proposal for the work that is inclusive of all costs. All figures must be in USD.
- If the consultant(s) is a tax registered business or individual in Timor-Leste the financial proposal must be inclusive of all applicable taxes.
- If the consultant(s) is not a tax registered business or individual in Timor-Leste, they must consider that Oxfam Timor-Leste will take out 10% of proposed fee to pay Timor-Leste tax on behalf of the consultant.
- For translator’s role, please provide rate per word.
Expression of Interest can be submitted by individual consultants/companies with all relevant skill sets required above.
