1. BACKGROUND
The ‘Partnership for Sustainable Agroforestry (PSAF) Ai ba Futuru project (tree for the future in Tetum), under the auspice of the Ministry of Agriculture and Fisheries (MAF), Timor-Leste at national level is endorsed by the German Government through the Federal Ministry of Economic Cooperation and Development (BMZ), co-financed by the EU and implemented by GIZ (Deutsche Gesellschaft für Internationale Zusammenarbeit). For the implementation in the field, GIZ has commissioned GOPA Worldwide Consultants. At the subnational level, the project is working with the municipal governments of Manatuto, Viqueque, Baucau and Lautem. The project started in August 2018 and is part of a larger action targeting marginalized groups in Timor-Leste. The rural areas that the project focuses on have rare employment opportunities. In particular, youth and women with low level of education struggle to make a better living.
The overall objective of the Ai ba Futuru project is “to contribute to a peaceful, inclusive and sustainable development in Timor-Leste through improved access, the creation of employment, economic and domestic revenue opportunities, and a durable reduction in food security and malnutrition in rural areas”.
The specific objective of GIZ is that “marginalized groups benefit from better employment in agroforestry systems in rural areas of Timor-Leste”. This is to be achieved by realising four outputs:
i) Production and productivity of agroforestry systems are increased;
ii) Capacity of the participants along selected agroforestry value chains is strengthened;
iii) Market access for specific agroforestry value chains (agriculture, horticulture, wood production and processing) is improved; and
iv) The institutional and organizational framework for the promotion of agroforestry is improved.
2. ASSIGNMENT
Objective of the Assignment:
Maintenance of GOPA’s M&E system including data entry, data management, data analysis & evaluation, and reporting with a particular focus on the project’s target indicators (area under agroforestry; tree and crop seedling production, distribution and planting; tree survival rate monitoring; beneficiary households; training participants).
The national long-term expert in monitoring and evaluation will assist the international long-term expert in rural development and advise in monitoring both the operational plan and the project's impact. The national expert will collect relevant data throughout the project area, analyse it and record the results in the corresponding templates and / or report formats. This is done in close cooperation with governmental and non-governmental organizations working together on the project.
Tasks of the expert:
- Advise the GOPA team in monitoring both the operational plan and the project's impact;
- Monitoring of project activities including the creation and maintenance of appropriate monitoring plans and formats and use of log frames;
- Management, operation, and maintenance of the databases on target beneficiaries, tree and crop seedling production and distribution, tree survival rates, area under agroforestry, training sessions and training participants;
- Collection of relevant data throughout the project area, data recording (in the corresponding templates and / or report formats), data analysis, and data quality assurance in close cooperation with governmental and non-governmental organizations working together on the project;
- Collect and file beneficiary lists from the GOPA district coordinators, enter the data in the respective data bases;
- Liaise with national partners and train them in monitoring support;
- Develop and take care of a GIS-based data base to monitor the agroforestry systems;
- Perform data quality checks, verifying information provided from the field;
- Planning and implementation of monitoring activities in the field;
- Preparation of project monitoring and evaluation reports; data analysis and visualisation for GOPA half-year reports and based on requests from the donor;
- Further tasks may be covered according to project necessities.
Duty station: Baucau with regular travels to the four target municipalities (Baucau, Lautem, Viqueque, Manatuto)
Contract period: 1 September 2021 until 31 July 2022 (full-time)
4. REMUNERATION
The Expert will be paid based on an agreed monthly salary. In addition, on official duties for training, meetings or workshops, day and night allowances for the time spent outside the work station are paid.
The payment schedule is specified in the contract.
5. EXPERTS PROFILE or EXPERTISE REQUIRED
The Expert for Monitoring and Evaluation hired to conduct the tasks outlined above is expected to have following qualifications, requisite skills and experience:
Qualifications
- Professional qualification: MSc. or BSc. in Agronomy / Agricultural Economics, or related fields;
- Knowledge of and at least 5 years practical experience in monitoring of project activities
- including the creation of appropriate monitoring databases, plans and formats;
- Experience in database setup, operation, management, analysis and reporting; above- average proficiency in MS Excel;
- Experience in mobile/on-line data collection software; preferably with Kobo Toolbox;
- Experience in the planning and implementation of monitoring activities in projects of international donor organizations is an advantage;
- Experience leading an managing a small team of field-based enumerators;
- Knowledge in the preparation of project monitoring and evaluation reports; experience working with LogFrames;
- Language knowledge: English and Tetum.
- Willing to work from Baucau town, with regular travels to the field sites in four municipalities (Baucau, Lautem, Viqueque, Manatuto)
