Today, we have three Area Programs implementing projects in four municipalities: Aileu, Baucau, Bobonaro and Covalima.

PURPOSE OF POSITION:

The purpose of this position is to firstly lead and provide co-ordination support for an efficient and effective end-to-end recruitment and induction process. Secondly, it is to focus on and ensure the organizational development needs are appropriately identified, addressed, and carried out effectively. This includes staff development and performance and talent management.


MAJOR RESPONSIBILITIES

Implement the overall recruiting and selection strategy efficiently

  • Assisting the P&C Manager in creating, finalizing and implementing the approved Work Force Plan (WFP)
  • Ensure duly completed pre-hire forms, approved vacancy requests, JDPDQs are submitted by the hiring manager & ensure all requisitions are completed & signed by the authorized personnel in line with the approved structure, budget and Work Force Plan.
  • Create and place vacancy advertisement in internal and external media.
  • Screen and download all CVs received for positions advertised within the given timeline.
  • Ensure timely shortlisting of appropriate candidates by the hiring manager.
  • Timely scheduling and assignment of the required interview panel with sufficient notification ensuring availability of required panel.
  • Timely notification with appropriate instructions to short-listed candidates to participate in schedule interviews.
  • Ensure availability of complete interview files with required documents, interview schedule, all CVs and interview notes.
  • Follow up with panel related to interview notes in finalizing the selected candidate.
  • Ensure relevant background checks, reference checks and documents for the file.
  • Prepare and submit offer letter to prospective candidate and follow up with candidate for a response.
  • Communication of selection/rejection of the offer of employment by selected candidate to the relevant stakeholders.
  • Efficient and effective transfer of information to the respective P&C Manager with all required documentation and accurate data of new recruit.
  • Communicate offer status to Hiring managers and P&C Manager.

Learning & Development

  • Facilitate and identify specific learning and development needs in line with performance gaps and other job specific requirements.
  • Develop and maintain learning and development calendar for the organization.
  • Ensure all employees have individual development plans in place.
  • Conceptualize, coordinate and implement managerial and leadership learning and development efforts.
  • Work with different stakeholders across the organization to identify talents to improve business performance and develop talents.
  • Work with institutes, resource persons and consultants to facilitate the learning and development efforts.

Performance management

  • Implement and monitor end to end process of performance management (partnering for performance platform – P4P)
  • Ensure the clear link between performance management and learning and development initiatives.
  • Ensure all employees have individual development plan (IDP) appropriately (this is already included in L & D)
  • Ensure all employees carry out performance objective setting, Individual development planning, career development planning, regular conversations and reviews.

 

Induction, Orientation and immersion

  • Design and initiate role specific induction, orientation and immersion programmes for all new staff.
  • Facilitate unified and continuous nurture orientation for all new staff.
  • Organize immersion programme for all acquired talent for WVTL office.

Information and data Management

  • Maintain all required information of employee including learning and development initiatives.
  • Establish and maintain proper data bases for employee performance, individual development, and learning and development efforts (P4P).
  • Assess, analyse and provide timely feedback and reports on learning and development, performance gaps etc., on regular basis.

 

Other responsibilities

  • Support P&C Manager in staff care activities and revision of P&C local policies.
  • Participate and lead the devotion when assigned
  • Assist in humanitarian emergency disaster management
  • Other tasks as required by supervisor

 

MINIMUM QUALIFICATION, SKILLS AND EXPERIENCE REQUIRED:

  • Bachelor’s degree / Professional diploma in Human Resource Management or equivalent qualifications.
  • At least 2 years on the job experience in recruitment, learning and development or human resource management
  • Implementation and management  of recruitment process and talent management strategy
  • Familiarity with project management approaches, tools and phases of the project life cycle.
  • Experience with large-scale organizational change effort
  • Excellent oral and written English communication.
  • Proven experience in managing the recruitment process and designing and evaluating learning and development initiatives.
  • Conceptual clarity and analytical thinking.
  • Strong facilitation skills and inter-personal skills.
  • Strong organizational and administrative skills with attention to detail.
