VACANCIES ANNOUNCEMENT
TIMOR GAP, E.P. is the Timor-Leste’s National Oil Company which was established in 2011 under the Decree Law No. 31/2011. Its main objective is to act, on behalf of the State, in conducting business within the petroleum and gas sector. Its activities vary from Onshore to Offshore and national to international.
One of the current portfolios of TIMOR GAP, E.P. is to assist the Government of Timor-Leste in achieving the implementation of the Tasi Mane Projects, namely Suai Supply Base, Betano Refinery, Beaco LNG Plant and Highway linking the three centers. In light of this TIMOR GAP, E.P. is seeking for the new recruits in order to assist TIMOR GAP, E.P. in successfully executing these tasks.
B. VACANT POSITIONS
1. Socio Economic National Consultant – Two (2) Positions
Main Responsibilities:
The consultant will conduct community consultation and employ
ethnography approach (development from common people point of view).
Prepare concept notes and submit to the TIMOR GAP authority; Assessed
long term impact and benefits of the project and the consequences that
caused by the projects on the community; The consultant would also serve
as a point of contact for gathering all information relevant to South
Coast ventures for media and communications purposes, such as website
and social media postings.
Qualifications and other requirements:
Honours Degree in economics or a related discipline in which economics
was a major subject and Five years’ relevant experience with
responsibility in an area appropriate to this position.
2. QHSE Assistant/Field Assistant – One (1) Position
Main Responsibilities: Assist in administration of the Q&E and H&S documentation; Administer the Q&E and H&S statistics and records; Assist Q&E and OHS Managers in implementing the QHSE Management System; Assist in the revision of the QHSE Management System; Carry out inductions, safety briefings, and inspections; Record and investigate incidents and accidents both in the office and field; Prepare reports and records as required; Travel with others for extended period of time for field work as required; Assist Q&E and OHS Managers in implementing general work as necessary.
Qualifications and other requirements: University bachelor degree in in environmental health and safety or in an engineering discipline, such as electrical, chemical, mechanical, industrial, or systems engineering. Has a working experience of at least one (1) year.
3. Senior Procurement Officer – One (1) Position
Main Responsibilities: Analyse procurement requirements and select the most appropriate methods based on TIMOR GAP policy, procedure and guidelines include SOPs; Plan, organize and lead the bid solicitation process including drafting and issuing tender documents (RFQ, IFB/ITT/ITB, RFP, etc.). Develop tender procurement plan, bid evaluation criteria and guiding processes involved; Solicit and evaluate bid/proposal/quotations to ensure overall competitiveness, quality, and conformity to specified requirements; Liaise with Legal Department to prepare contractual arrangements, ensuring appropriate terms and conditions are included to protect the interest of the Company; Develop vendor pre-qualifications criteria, identify product sources and evaluate vendor performance based on the quality, prices, delivery, equipment, etc.
Qualifications and other requirements: Hold University Degree (Bachelor or Master) qualification from a recognized university in Supply Chain, Business Administration, Engineering, Economics, Logistics or other related subject; Has 5 plus relevant working experience in procurement, contract administration, logistic or in the similar area.
4. Legal Officer – One (1) Position
Main Responsibilities: Keep records and minutes of as directed by the Vice President; Provide administrative assistance to officers of the legal section; Support the Legal Manager in the maintenance of a registry of all legal records relating to TIMOR GAP and its subsidiary companies and Joint Ventures;
Qualifications and other requirements: A bachelor’s degree in law; Experience in working as a lawyer or legal clerk for at least two years either in the government, state institution or private legal practice; High degree of computer literacy that shall be demonstrated prior to employment, especially in Excel Spreadsheets, Word and Graphics, and able to compile Power Point Presentations as directed by the legal Manager in the Legal Sub-Unit.
5. GIP Receptionist – Two (2) Positions
Main Responsibilities: Answer and direct phone calls in a polite and friendly manner; Welcome visitors in a warm and friendly manner, and answer any questions visitors have; Maintain reception area and all common areas in a clean and tidy manner at all times; Operate standard office equipment on a regular basis, including a fax machine, a copy machine, and a computer; Keep detailed and accurate records of visitor requests and of calls received; Receive deliveries; sort and distribute incoming mail; Take inventory of supplies and restock as needed; Maintain the general office filing system
Qualifications and other requirements: Fresh Graduate or general education degree (GED) required; familiar in an office environment; Proficient in Microsoft Office; Able to type 35 wpm minimum; Strong phone skills; Demonstrated ability to read, write, and speak English; Comfortable multi-tasking and prioritizing tasks without guidance; Excellent interpersonal skills; Punctual with strong attendance history
6. GIP Administration – One (1) Position
Main Responsibilities: Performs basic office management duties including typing letters, memorandums, binding reports, meeting preparations and archiving as required; Assists Manager Admin and Downstream Business team to maintain and ensure that all assigned tasks are undertaken professionally such as collect, copy, scan and distribute incoming and outgoing mails of the related departments; Compiles statistical reports and undertakes special projects for the Admin Manager and provide regular report on the progress and immediate results.
Qualifications and other requirements: Fresh graduate or general education degree (GED) required; familiar in an office environment; Proficient in Microsoft Office; Able to type 35 wpm minimum; Strong phone skills; Demonstrated ability to read, write, and speak English; Comfortable multi-tasking and prioritizing tasks without guidance; Excellent interpersonal skills; Punctual with strong attendance history
7. GIP Procurement – One (1) Position
Main Responsibilities: Maintain accuracy and appropriate filling system both soft and hard copy; Manage the recordkeeping of purchase requisition submitted by various business unit; Check and verify completeness of purchase requisition form submitted by various business unit; Regularly update purchase requisition status include tender and contract status; Manage procurement incoming and outgoing letter.
Qualifications and other requirements: Fresh graduate or Bachelor's degree in Supply Chain, Business Administration, Logistic, Engineering, Economics, or other related subject; Basic knowledge of procurement and supply chain flow process.
8. GIP Legal – One (1) Position
Main Responsibilities: To assist legal professionals in writing legal advice on a wide range of legal activities; to learn and work within the Timor-Leste Oil and Gas regulatory framework; to gain a proper understanding of the main terms and conditions of oil and gas negotiations, Joint Venture Agreements (JVAs), Joint Operating Agreements (JOA’s) Loan Agreements, Construction and Supply Agreements, EPC Agreements and other typical contracts internationally used by the Oil and Gas industry.
Qualifications and other requirements: Fresh Graduate in law from a civil law jurisdiction; High degree of computer literacy that shall be demonstrated prior to employment, especially in Excel Spreadsheets, Word and Graphics, and able to compile Power Point Presentations as directed by the Vice President; Strong written and oral communication skills in both Portuguese and English.
9. Managing Director of the Corporate Finance – One (1) Position, Re-advertise
Main Responsibilities: To provide the overall leadership to the Corporate Finance team within TIMOR GAP, to ensure that the unit contributes effectively in achieving the organisation’s goals and objectives, applying prudential commercial and financial management practices; and, to facilitate sound business decisions by providing expert advice and information to the Board of Directors, President & CEO, Audit Committee, Vice President and Executive Committee.
Qualifications and other requirements: Holds at least a master degree in Finance, Financial Management, or hold a valid and completed advanced professional accounting degree from Professional accounting bodies like CPA, CIMA and ACCA.
10. GIP Finance – One (1) Position
Main Responsibilities: Assist in day to day accounting and reconciliation work; Assist Finance Controller in arranging recon accounts as and when required or on daily basis as guided; Keeping track of all payments and expenditures, including payroll, purchase orders, invoices, statements, etc; Reconciling processed work by verifying entries and comparing system reports to balances.
Qualifications and other requirements: Fresh graduate or Bachelor's degree in Accounting and Finance, Financial Management, or related field; Proven experience working in an office environment specially in MS Excel, working knowledge of TL labor laws, Familiarity with SAP ERP software is advantageous, Proficiency in mathematics and English speaking.
11. Architecture Engineer – One (1) Position
Main Responsibilities: To assist Project Team Leader with day-to-day operational functions for Downstream Business unit and the TIMOR GAP, E.P. in general; To provide full support to the New Fuel Station Development and Petroleum Import Terminal Project of TIMOR GAP, E.P. and its partners; To provide regular monthly, quarterly and annual reports of activities on activities; To assist Team Leaders /Project Manager to meet the project goals;
Qualifications and other requirements: Bachelor Degree in Architecture or equivalent; With a minimum 2-5 years of experience in architectural design.
12. Electrical & Instrumentation Engineer (EIE) – One (1) Position
Main Responsibilities: To assist Project Team Leader with day-to-day operational functions for Downstream Business unit and the TIMOR GAP, E.P. in general; To provide full support to the New Fuel Station Development and Petroleum Import Terminal Project of TIMOR GAP, E.P. and its partners; To provide regular monthly, quarterly and annual reports of activities on activities; To assist Team Leaders /Project Manager to meet the project goals;
Qualifications and other requirements: Bachelor Degree in Degree in Electrical, Electronics or Instrumentation & Control Engineering or equivalent; Minimum 2-5 years of experience in electrical and Instrumentation area.
13. Trading & Marketing Analyst– One (1) Position
Main Responsibilities: To assist Trading and Marketing Manager in executing work program; To assist Trading and Marketing Manager to prepare work/activities for includes identifying suppliers and buyers for the new products and services; To assist Trading and Marketing Manager to review trade deal and draft contracts.
Qualifications and other requirements: Bachelor Degree in Business, Major in International Business/Trade and or Finance, Bachelor of Economics or relevant studies from reputable university plus other relevant professional certifications; With minimum working experience of 3 years in relevant area.
14. Junior Civil Engineer – One (1) Position
Main Responsibilities: To assist Civil Engineer/Project Team Leaders with day-to-day operational functions for Downstream Business unit and the TIMOR GAP, E.P. in general; To provide full support to the New Fuel Station Development and Petroleum Import Terminal Project of TIMOR GAP, E.P. and its partners; To assist Civil Engineer/Team Leaders to supervise site construction; To assist Civil Engineer and the Project Team Leaders/Project Manager in achieving the goals of the Project;
Qualifications and other requirements: Bachelor Degree in Civil Engineering or equivalent; at least 1-2 years’ work experience
15. Local Content Officer – One (1) Position
Main Responsibilities: Plan and execute Local Content Plans for all Upstream Business Unit projects; Assist Upstream Business Unit in preparing procurement policies and procedures for effective local content programs; Assist the Upstream Business Unit in maintaining Local Business Register and updating it regularly; Understanding and managing an interface between the local businesses and TIMOR GAP contractors and sub-contractors.
Qualifications and other requirements: University degree in Arts, Social Science and or Business Working experience in related oil and gas operations in Timor-Leste or Timor Sea region, social welfare and community development programs; Basic knowledge of implementing community welfare programs, community liaison project management, tender and procurement.
16. Junior Petroleum Engineer – One (1) Position
Main Responsibilities: Under supervision of Upstream Business Unit Engineers, the Junior Petroleum Engineer will Report to directly to Manager Engineering; Assist Upstream Business Unit engineering team in all operations include drilling preparation & drilling activities, reservoir management and production operations; Assist the Upstream Business Unit Engineering Team in preparing periodic engineering activities report.
Qualifications and other requirements: University degree in Petroleum engineering, being able to operate or have basic understanding of engineering Software (Petrel RE, ECLIPSE, INTERSECT, PIPESIM, OFM, tNav, etc.); Having working experience in related oil and gas operations in Timor-Leste or Timor Sea region.
17. Junior Business Development Analyst – One (1) Position
Main Responsibilities: To work closely with Manager for Business Development and BDNVS team in to execute day to day tasks; Prepare a business presentation to TIMOR GAP Management and stakeholders; Develop a comprehensive business model for upstream business unit and subsidiaries under BDNVS; Coordinate with other relevant team under upstream business unit to deliver the planned tasks; Regular update on potential opportunities for farm-in/out options for BDNVS Manager and team.
Qualifications and other requirements: Bachelor degree in Business Management, Economics, Petroleum Management, Finance, Marketing and/or other relevant field of study up to 3 years of work experience.
18. GIP Geophysicist – One (1) Position
Main Responsibilities: Under supervision of Upstream Business Unit Geoscientists, the Graduate Geoscientist will report to directly to Geoscience Manager; Assist Upstream Business Unit Geoscience team in all operations including Geophysical Data Acquisition, Processing and Interpretation; Assist the Upstream Business Unit Geoscience Team in preparing periodic activities report.
Qualifications and other requirements: University degree in Geophysics or Geology, being able to operate or have basic understanding of Geoscience Software (Petrel, Kingdom, Techlog, etc).
19. GIP Geologist – One (1) Position
Main Responsibilities: Under supervision of Upstream Business Unit Geoscientists, the Graduate Geoscientist will report to directly to Geoscience Manager; Assist Upstream Business Unit Geoscience team in all operations including Geophysical Data Acquisition, Processing and Interpretation; Assist the Upstream Business Unit Geoscience Team in preparing periodic activities report.

20. GIP Petro physicist – One (1) Position

C. GENERAL REQUIREMENTS
