Established in 1951, IOM is a Related Organization of the United Nations, and as the leading UN agency in the field of migration, works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.
 
Internal and external candidates will be considered for this vacancy. For the purposes of this vacancy, internal candidates are defined as staff members holding a regular, fixed-term or short-term graded or ungraded contract, including Junior Professional Officers (JPOs), staff on Special Leave Without Pay (SLWOP), and staff members on secondment/loan released by the Organization, unless otherwise specified in their contract. Staff members holding a regular, fixed-term or short-term graded contract will not retain their contract type if appointed to an ungraded position.

Context

Under the direct supervision of the Chief of Mission (CoM) in Timor-Leste and in cooperation with relevant units at Headquarters (HQ) and the Regional Office (RO) Bangkok, the successful candidate will be responsible for the following: identify IOM-relevant project opportunities; develop project proposals for the Country Office (CO); support Monitoring & Evaluation (M&E) activities for ongoing projects and liaise with government counterparts and other development partners, as necessary.

Core Functions / Responsibilities
  1. Support and guide the implementation of M&E activities according to the project’s result matrix in close coordination with project managers and other relevant colleagues. 
  2. Design and develop new programme and project concepts and proposals in line with overall government priorities and CO strategic response in close coordination with the CoM, Programme Managers and RO Thematic Specialists.
  3. Support Project Managers and project units in compiling project and donor reports in line with the M&E plans and agreed reporting schedules.
  4. Develop the CO’s M&E system and implement the M&E framework through accurate roll out of M&E tools in each project.
  5. Support the CO in the United Nations Sustainable Development Cooperation Framework United Nations Sustainable Development Cooperation Framework (UNSDCF) for Timor Leste 2021-2025 reporting as well as M&E, including UNInfo reporting and other mechanisms in coordination with UN agencies.
  6. Provide M&E technical support to the CO to improve the quality of data collection, consolidation, analysis and reporting through capacity building, and regular monitoring visits to the project sites.
  7. Support the CO’s communication strategy through documenting project activities such as capturing case studies, life changing stories for donor reports, update CO website, Facebook, twitter, quarterly newsletter, and local media briefings.
  8. Support and coordinate periodic reviews and evaluations of projects.
  9. Undertake duty travel related to M&E activities, as required.
  10. Facilitate the International Organization for Migration (IOM) Timor-Leste submissions for the IOM institutional reporting processes including the Institutional Questionnaire and Migration Initiatives.
  11. Facilitate capacity building of IOM staff in project development and M&E, as necessary.
  12. Perform such other duties as may be assigned.


Required Qualifications And Experience

Education

  • Master’s degree in International Relations, Political Science, Business or Public Administration or a related field from an accredited academic institution; or
  • University degree in the above fields with two years of relevant professional experience. Experience
  • Experience in project conceptualisation, development, monitoring, reporting and evaluation;
  • Experience in liaising with governmental and diplomatic authorities as well as with national and international institutions;
  • Experience of UN programming is an advantage;
  • Experience in organizing consultations, workshops, and seminars with high level stakeholders. Skills
  • Familiarity with financial and business administration.
  • Sound and proven understanding of internal and international migration issues in Timor-Leste is an advantage.
  • Knowledge of the region is an advantage.
  • Advanced knowledge and skills of computer applications of MS Word, Excel, database management, SPSS or other statistical packages.
  • Ability to interpret health and socio-economic data will be considered an advantage.
  • Excellent communication and analytical competencies.
  • High degree of judgment and initiative.
  • Ability to work with a high degree of independence within assigned areas.
  • Computer literacy especially data base tools.
  • Ability to work effectively and harmoniously in a team of colleagues of varied cultural and professional backgrounds.
  • Proven ability to produce quality work accurately and concisely according to set deadlines.
  • Strong interpersonal and teamwork skills, courteous, tact and has the ability to establish and maintain effective working relationships with people of diverse cultural and national backgrounds.
  • Knowledge of UN and bilateral donor programming is advantageous.
Languages

IOM’s official languages are English, French and Spanish.

External applicants for all positions in the Professional category are required to be proficient in English and have at least a working knowledge of one additional UN Language (French, Spanish, Arabic, Russian or Chinese).

For all applicants, fluency in English is required (oral and written). Working knowledge of Portuguese and Tetum is an advantage.

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
