Since 1992, The Asia Foundation has partnered with government, civil society and private sector partners to develop Timor-Leste and its people. We are working with local, district and national level government, civil society partners and communities to strengthen governance and policy, eliminate violence against women, enhance economic opportunities for women, and promote peace and justice in Timor-Leste.

 

This is an exciting opportunity to join a long-term partner to Timor-Leste’s ongoing development. The Program Officer (PO) will be working as part of the Project Delivery Unit (PDU). PDU is in-charge of overseeing a diverse portfolio of projects in strategic areas including, but not limited to, public policy and governance reform, literacy, justice, and the environment, and also involved in project development. The PO will be responsible for supporting the implementation of projects, ensuring that activities are organized, conducted, and monitored according to the Foundation’s and the relevant donors’ policies and requirements. The PO will be supervised by a Senior Program Officer.

 

Key responsibilities

  • Support in conceptualizing and developing new project ideas
  • Provide technical inputs to research activities, policy papers and reports
  • Support the development and delivery of technical assistance to program partners
  • Conduct regular engagement with partners and key stakeholders
  • Document and share results, and contribute to the write-up of donor reports
  • Produce relevant information for media releases
  • Perform administrative support functions for all aspects related to the projects 

 

Selection Criteria

  • Graduate degree in relevant field: Development Studies, Public Administration, Economics and Management, Political Science, or equivalent years of experience on development assistance.
  • 3-5 years of experience in development assistance
  • Ability to work effectively in a multi-disciplinary team environment with a strong focus on thinking and working politically and adaptive programming
  • Demonstrated ability for strategic and innovative thinking
  • Experience in engaging with government officials, civil society organizations, think tank groups, the academic community, the private sector, and organizations from vulnerable groups
  • Experience in designing/conceptualizing ideas for new projects, and project coordination, implementation and monitoring
  • Excellent communication skills in English and Tetun; Proficiency in Portuguese will be an advantage
  • A personal commitment to promoting gender equality, prevention of VAWC, and child protection
