1. Project background

 

Timor-Leste has the highest percentage of the world’s stunted children. Many children in Timor-Leste are not reaching their full development potential. There are also low levels of parental knowledge, attitude and practice (KAP) for holistic child development. For example, Plan’s situational analysis at the start of the project found that less than 50% of parents stimulate and interact with their children in terms of supporting child development, and when they do, it is usually mothers, with father engagement limited; nearly half of children under 2 are no longer breastfed; high levels of physical punishment are used, and households lack a variety of stimulating toys and books. In 2019, Plan International Timor-Leste (PITL) with the support of DFAT-ANCP funding begin the implementation of Parenting, Nutrition and Hygiene Education for New Parents in Aileu and Ainaro districts (The Project).  The project uses parenting as an entry point to target mothers, fathers and other care givers/guardians to improve their knowledge, attitudes and parenting practices related to childhood nutrition, household hygiene and sanitation, early child stimulation, and nurturing care and positive discipline. The project’s goal is to improve child well-being and parenting knowledge, attitudes and practice, particularly to address the continuously high rates of malnutrition observed in Timor-Leste. The project seeks to explore the gender dimensions of parenting and nutrition and the way that gendered norms and stereotypes, as well as traditional and cultural practices, impact on parenting practice, child well-being and nutrition status. The project engages with women and men, including community leaders, volunteers and networks to increase support for essential interventions at the household and community level for gender-sensitive survival, healthy growth and early years’ development of young girls and boys.

 

The Project is now being implemented in 9 villages in Aileu and 9 vilages in Ainaro, with 550 number of parents (275 female and 276 male) attending the parenting education session. In addition to that there are PITL in collaboration with World Vision Timor-Leste, Child Fund Timor-Leste and Ministry of Health (MoH) has developed a comprehensive parenting education curriculum, consisting of 20 sessions with topics on foundational skills as parents, positive parenting, child protection, early stimulation and health and nutrition. The session facilitated by HealthNet staff – PITL implementing partner, in some location, community members were trained as co-facilitator with the hope they’ll continue the session.

 

There are four key interventions of the Project (1) Parenting education (2) gender awareness at the household and community level (3) ECCD center activity (4) Networking and advocacy at national and district levels. In response to COVID-19 situation, the Project has added COVID-19-related activities including the distribution of hygiene kits.

 

The Project has come to the last year of three years funding scheme in 2022, an evaluation of the Project implementation is required to assess the impact of the project as well as to determine key lessons learned and best practices that would inform future planning.

 

To ensure the quality of end-line survey activity the consultant needs to have enumerators to support them take quantitative data in 18 villages of ainaro and aileu municipality.

 

2. Evaluation Objectives

 

The evaluation aims to provide evidence on the effectiveness, efficiency, sustainability, relevance, child right, gender, and inclusion of the Project implementation by collecting information against its intended outcomes. The result from this evaluation would also inform future program design and planning for the next phase of the Project. The specific objectives of the evaluation are;

 

  1. To provide data and information on the outcomes level achievement of the project
  2. To provide evidence on the effectiveness, efficiency, sustainability, relevance, child right, gender, and inclusion of the project implementation by having comparative analysis with non-intervention groups.
  3. Identify lesson-learned, best practices, constraints, challenges, opportunities, and recommendations.

 

2.1 Objectives of recruiting external enumerators

3.    Methodology

  1. The enumerators will attend 1 days of online training on data collection
  2. The enumerators will go to 18 villages in Aileu and Ainaro municipality to conduct end-line survey activity using KOBO system
  3. The enumerators will send the result of data collection to the consultant
  4. Regular meetings with the team to update the data collection proses
  5. The data collection will take 7 days

3.1 Ethical Consideration

 

The enumerators will have orientation on child safeguarding to ensure the safety of the whole research process, as well as the data management. The team will ensure that the research participants/respondents understand the objectives and scope of activity prior to beginning and make sure that respondent discussions are in places where they feel physically and emotionally secure. Informed consent will be shared with the respondents to ensure that they understand their right to refuse to participate.

 

The collected information will remain confidential and will be stored in a secured place. The team will ensure that the data will be managed safely and stored in a cloud platform that cannot be hacked into and easily accessed especially if the collected data is personal or sensitive. The team is not allowed to share any information that could put people at risk.

 

4.    Enumeratores  Scope of Work, Deliverables, and Qualification

 

4.1 Scope of Work

 

  1. Attend 1 days of training on data collection
  2. Data collection activity for 7 days
  3. Ensure data are transferred to the consultant database
  4. Teamwork, help each other

 4.2 Timeline of Payment and Deliverables

 

The payment process will be in 2 times; first before going to the field and after doing the activity.  

4.3 Enumeratores  Profile

  1. Have experience in data collection
  2. Have experience going to rural areas
  3. Can read and write
  4. Senior high school background or university background

4.4 Selection Criteria

  1. Have an android mobile phone
  2. Have good communication
  3. Available go to a rural area

5.    Timeline for the Research Process

 
The data collection process will be on 27 of June 2022
