Introduction

Associação Maluk Timor is a non-governmental organization (NGO) committed to capacity building and health system strengthening in Timor-Leste, through the mentoring and professional development of Timorese health personnel.

 

The M&E Team is responsible for oversight and support of all Monitoring and Evaluation functions in Maluk Timor. It is responsible for M&E planning, implementation, designing data collection tools and products at the organizational level. It supports individual Programs' M&E activities.

Position Summary

This position provides operational oversight and line management of the M&E Team, with an emphasis on establishing MT's M&E system and ensuring M&E at the organizational level.

 

Key Functions

The Deputy M&E Manager's primary functions are

1. Responsible for directing establishment, maintenance and improvement of Maluk Timor's M&E systems at organization level
2. Responsible for designing and updating M&E tools and products at the organizational level
3. Responsible for providing technical input on M&E matters for programs, including but not limited to: linking M&E systems to donor requirements, designing M&E Frameworks, improving data collection and aggregation processes, sharing programmatic learnings with individual programs, guiding programs and overseeing programmatic donor reporting in a timely manner, etc.
4. Responsible for overseeing data verification for specific programs
5. Responsible for line-management of M&E Team, including performance and staff development in M&E

 

Selection Criteria: Qualifications and Experience

Essential:

• Master's degree in M&E, statistics, public health, or any other relevant field
• Minimum 3 years relevant work experience
• Competency in MS Office, Google Workspace applications (Drive, Docs, Sheets, Slides etc.) and other efficiency/productivity tools
• Competency in Kobo Toolbox, Dhis2, and/or ODK to design forms based on programmatic workflows
• Strong organization and people management skills

 

Desirable:

• Demonstrated competency in M&E and donor reporting
• Ability to design results-based M&E Frameworks
• Ability to quickly adopt new productivity tools
• Ability to design dashboards
• Experience in healthcare sector and NGO sector
• Fluency in Tetum and English
