Project Information:
Agronegosiu no Be’e ba Moris Diak (ABMD) Project is a  project implemented by ADRA Timor-Leste in 15 sucos in Lautem Municipality from 2022 -2025. The goal of the project is to improve the health and economic wellbeing of rural communities in Lautem Municipality through two main outcomes:
  • Outcome 1.  Increasing access to safe water.
  • Outcome 2. Increasing income from selected marketable horticultural crops and its value adding.
The two outcomes will be achieved through the implementation of integrated interventions supporting livelihoods (horticulture production, horticulture value adding, Farmers Field School, climate sensitive agriculture, small water points for horticulture production, and business and marketing training, input supplies, saving and loan) and safe water (CAP survey, water system design and construction, GMF establishment and mentoring, savings and loan group for water users and hygiene training).
 
Position Purpose:
Horticulture  Value Chain Officer is in charge to conduct hands on training to the horticulture producers groups on horticulture production, business, marketing and on-going mentorship to ensure the success and sustainability of the business of the groups members.
 
Key Responsibilities
  • Plan and implement the activities of ABMD Project in the area of horticulture production, business skills, and creation and strengthening market linkages.
  • Adapt modules and implement horticulture training in target communities that may include:
  1. Soil and water management.
  2. Climate smart agriculture techniques.
  3. Composting and soil conservation, including biochar and liquid compost.
  4. Seed preparation and propagation (seed selection, seed harvesting, seed preservation).
  5. Germination and Transplanting.
  6. Plant maintenance (fencing, watering, fertilizing).
  7. Pest control and production of organic pesticide
  • Train and provide on-going technical support (follow up visits) to farming households to develop their knowledge and skills in horticulture production and ensure inclusion of women, vulnerable people including people with disability in the project activities.
  • Update the database of buyers’ information for their groups’ products.
  • Plan and implement programming to provide business development and marketing support to  farmers.
  • Plan and implement activities for the development and strengthening of linkages between horticulture groups and relevant actors across the value chain (buyers, collectors, input supply agents, transportation agents, extension workers, etc.)
  • Create guidelines for meeting the market demands for quality control and effective storage requirements for selected value chains
  • Ensure good consolidation between horticulture groups and the savings and loan groups.
  • Facilitate the farmers groups creation of business plans
  • Facilitate the establishment of input suppliers.
  • Coordinate closely with the Municipal Ministry of Agriculture and Fisheries, Extension Agents, and other relevant municipal and national stakeholders.
  • Monitor and report regularly (written and orally) on activities, target achievements, and lessons learned according to ADRA Timor Leste M&E Manual.
  • Maintain regular communication with the Project Manager and actively participate in weekly planning/review meetings with team members.
  • Undertake any other tasks that may be delegated by the ADRA Timor-Leste Project Manager that are in keeping with the scope of the role.

Key Requirements
  • Degree in agriculture and agribusiness or related field.
  • Minimum of 3 years’ experience in community level interventions on agriculture and access to market
  • Knowledge and skills in horticulture, agro-enterprise, and value chain development.
  • Ability to deliver training and mentoring to varied audiences, including those with limited literacy.
  • Demonstrated leadership, interpersonal, and communication skills.
  • Skills in planning, community mobilization, conflict resolution, and data collection and reporting.
  • Flexibility, adaptability, and willingness to take on tasks and learn new to apply new agriculture skills in community settings.
  • Ability to speak Fataluku is required
  • Current motorcycle license
