Vaga Servisu - Program Officer (Infrastructure Development) - JICA Timor-Leste

Japan International Cooperation Agency (JICA) Timor-Leste Office, a Japanese governmental agency which implements Official Development Assistance (ODA), is now seeking for a qualified person for a Program Unit.

1. Position

Duty Office: JICA Timor-Leste Office, Avenida Luromata No.3 ,Comoro, Dili, Timor-Leste
Duration: Maximum three (3) years including fifteen days of probationary period (the initial contract will be for 6 months and can be extended for up to three years)
Expected Start Date: The beginning of March 2025.

2. Job Description

Under the general supervision of Chief Representative (CR) and Representative of Program Unit, the employee shall provide management and logistics tasks of projects and trainings in the following areas.

(1) Documents and information management such as collecting, classifying and filing;
(2) Drafting official letters and other correspondences;
(3) Arrangement of appointments by coordinating with related officials/persons;
(4) Preparation of meetings and seminars by coordinating with government departments and other related organizations;
(5) Attending meetings/seminars with CR/Representative or independently, and drafting memos of the meetings and the seminars;
(6) Presentation/briefing of project/training related issues to meetings and seminars;
(7) Logistical arrangement for receiving missions and sending trainees to overseas;
(8) Conducting field trip to municipalities with CR/Representative and draft field trip report;
(9) Draft articles of projects/trainings for public relations; and
(10) Other special duties requested by CR and Representative in program management

3. Qualifications and Experience

(1) Nationality of Timor-Leste
(2) University degree; (BA from foreign university preferred)
(3) At least two (2) years of relevant work (including research in academic) experience such as project management and/or training coordination with government officials;
(4) Fluency in English and Tetum;
(5) Computer literacy in word processing (e.g. Microsoft Office Word), spreadsheets (e.g. Microsoft Excel), presentation software (e.g. Microsoft Power Point) and internet;
(6) Ability to work in a multicultural environment (Experience in working with international agency preferred);
(7) Basic business skills such as receiving instructions, reporting progress/results, taking notes, punctuality, etc.;
(8) Basic knowledge on international assistance and cooperation preferred;
