1. The Role
The Senior MEL and Nutrition Officer will be responsible for project MEL frameworks and all program implementation activities that are related to monitoring, evaluation and learning with a focus on nutrition intervention, including overseeing data collection analysis and reporting, to assess the effectiveness of the program implementation. This position will ensure that MEL systems and tools are implemented effectively.
Additionally, this position will provide technical support for Nutrition Intervention in coordination with the Ministry of Health (MoH).
Main Responsibilities:
- Work closely with the project manager and CARE MEL Specialist to develop nutrition – specific MEL frameworks and plans that aligns with the project goals and objectives
- Lead the implementation of the MEL plan and activities in the field, including tracking and reporting of project activities results and documenting project impact stories
- Oversee data collection, collation, storage, analysis, and reporting, ensuring that data is of high quality and audit worthy
- Provide support to project surveys, this includes baseline, midline and end line evaluation.
- Conduct regular field visits to obtain beneficiary feedback, perform data quality verifications, and identify challenges, key success factors, and lesson learned
- Manage and update monthly the MEL database for monitoring qualitative and quantitative data collected at the field level
- Ensure that all key project documents are filed properly and systematically
- Contribute to the completion of donor reports, by ensuring accuracy of all project data
- Assist in designing, coordinating and conducting project evaluations (baseline, mid-term and end line) as appropriate
- Build the capacity of our local partners such as consortium organizations members through ongoing training and support on monitoring tools, entering program data into databases, the development of reports and other documents
- Complete other relevant duties as necessary and assigned by the project manager

2. Selection Criteria
- Academic degree (minimum bachelor) in relevant areas such as monitoring and evaluation, nutrition, public health or any other related field
- At least 3 years of experience in monitoring and evaluation, preferably in a nutrition related field
- Strong knowledge of MEL frameworks development, data collection tools and data analysis technics focusing on nutrition principles and indicators
- Demonstrated ability to interact and communicate with a wide range of stakeholders both verbally and in writing as well as think strategically and systematically
- Demonstrated ability to interact and communicate with a wide range of stakeholders both verbally and in writing as well as think strategically and systematically
- Proven knowledge of Data Management methods and applications ND Knowledge in digital data collection, management and analyses
- Excellent oral and written communication skills in Tetum and minimum good English oral and written
- Demonstrated ability to utilize Microsoft Office applications
