Position : Early Childhood Education Program Manager
Reports toCEO 
Location: Dili, Timor-Leste  (May require travel to municipality to deliver play program)
Work Type: Full-time
Contract: August 2025 – May  2026 (10 months)
Salary: $600 USD paid monthly, with additional $25 monthly allowances, with potential for progression and training and development opportunities

 Introduction

Educating The Future Australia (ETF) is a non-governmental organisation (NGO) that runs education-based programs in Timor-Leste with the vision of a Timor-Leste where children and young people flourish. Our mission is to empower children to be ready to engage with quality and safe early childhood education and enable access to meaningful opportunities for young people.

Key Responsibilities

  • Design, pilot, and implement an early childhood education program aligned with our mission and strategic goals.
  • Lead the recruitment, training, and supervision of facilitators, staff, and community volunteers delivering the program.
  • Coordinate data collection and reporting systems to monitor learning and enrolment outcomes.
  • Build and maintain partnerships with local, municipal, and national government stakeholders.
  • Engage with community leaders and families to promote participation and ownership of the program, including for long term handover.
  • Manage relationships with local and international NGO and INGO partners to enhance program impact.
  • Ensure child safeguarding, risk management, and health protocols are embedded throughout program delivery.
  • Support financial planning, budgeting, and operational management for program activities.
  • Provide regular progress updates and strategic advice to the CEO and Educating The Future leadership team in Australia and Timor-Leste.
  • Contribute to Educating The Future’s growth in Timor-Leste, including office set-up, staffing, and long-term planning.


Ǫualifications and Skills

We are seeking a candidate with some or all of the following experience:

  • University degree in Early Childhood Education, Education, Social Sciences, Policy, Business, Development Studies, Law, or related disciplines.
  • Strong experience in early childhood development and conducting similar work with international NGO / local NGOsc.
  • Self-driven, strong organizational and planning skills, including setting up the team, and supporting staff and volunteers who directly report to them
  • Ability to work with an international and interdisciplinary team under the allocated budget and resources
  • Solid writing skills and excellent command of English, including command of Microsoft Word, Excel and PowerPoint, Zoom and Google Suite
  • Knowledge of Tetum and citizen of Timor-Leste
