ORGANISATIONAL CONTEXT
ChildFund Timor-Leste is the representative office of ChildFund Australia – an independent international development organisation that works to reduce poverty for children in developing communities.
ChildFund Australia is a member of the ChildFund Alliance – a global network of 12 organisations which assists almost 23 million children and their families in over 70 countries. ChildFund Australia is a registered charity, a member of the Australian Council for International Development, and fully accredited by the Department of Foreign Affairs and Trade which manages the Australian Government’s overseas aid program.
ChildFund began work in Timor-Leste in 1990, originally under the management of ChildFund International. Since October 2017 it has operated as an office of ChildFund Australia, and continues to work in partnership with children, their communities and local institutions to create lasting change, respond to humanitarian emergencies and promote children’s rights.
ChildFund Timor-Leste’s projects focus on maternal and child health, nutrition, early childhood development, education, youth empowerment and disaster preparedness. ChildFund Timor- Leste aims to demonstrate effectiveness and accountability in its program activities and value to the efforts of its partners through quality programs that are respectful, responsive, and relevant in helping children in poverty, their families, and communities. PURPOSE OF THE POSITION
As the Health Project Coordinator, you will oversee and coordinate project implementation, assist the project field officers with training, and monitor partner project staff to improve health and nutrition education for communities, including vulnerable groups. Reporting to the health project manager, the project coordinator will ensure the delivery of project activities, provide supervision and mentoring of implementing partners staff to guarantee the quality and timely delivery of key project activities, strong collaboration with the relevant ministries, and adequate program visibility. The project coordinator will also support to ensure that the project implementation is aligned with ChildFund Australia health sector and Child safeguarding approach, internal policies, procedures, and donor requirements.
KEY DUTIES
- Coordinate and support the successful implementation of the project activities in target Municipalities in close coordination with implementing partner.
- Provide supervision and technical support to the project field officers in all aspects of activity implementation based on the workplan and timeline effectively, monitoring and evaluation, problem solving and decision making.
- Prepare activity Terms of Reference in coordination with Partner’s project staff and coordinate with line Ministries and appropriate authorities for training activities.
- Provide supervision to Partners project staff and strengthen coordination between ChildFund and implementing partner to ensure the quality project implementation and proactive problem solving.
- Ensure key stakeholders at the national and municipal level including post administrative and Village levels are appropriately involved in project implementation and ensure effective coordination with Municipal Health Services, target community health centers and health posts.
- Actively participate in relevant technical meetings or working groups at the national and sub-national level for networking and sharing best practices.
- Support Monitoring, Evaluation and Learning (MEL) by ensuring timely and adequate documentation and reporting in line with donor requirements (including quarterly reports, baseline, midline, KPI and end-line, six monthly and annual reports, case studies, and any research/studies as mentioned in project MEL plan and/or required by donor),
- Ensure the MEL database is regularly updated and maintain close coordination with the MEL team.
- Undertake regular field visits to monitor project progress, and to identify and respond to challenges and emerging issues with partner project staff.
- Support in development of concept papers, project proposals, including contributing or initiating new ideas.
- Promote Child Protection, integrate gender equality, disability, and social inclusion in day-to-day work.
- Ensure the compliance procedures meet the ChildFund standard.
- Perform other duties as required by the project manager.
QUALIFICATIONS & EXPERIENCE
- University Degree in Public Health, Community Health and Development, Agriculture Food Security and/or Nutrition.
- Demonstrated skills in project coordination and team management with an (I)NGO.
- At least 3 years of experience working in community mobilization, maternal and child health, WASH, agriculture food security and nutrition, and/or adolescent/youth reproductive health sector.
- Ability to coordinate project implementation, while ensuring effective monitoring, evaluation and learning processes are maintained
- Experience of working successfully with diverse multi-country, multi-language team
- Willingness to travel frequently to municipalities (60-80%) and work closely with local communities in remote areas
- Valid Motorcycle license
- Experience in providing training (trainer of trainers) is an added advantage
