Autoridade Nacional do Petroleo e Minerais (ANPM) is Timor-Leste public institution, created under Decree Law No. 27/2019, of 27th August, , 2nd amendment of Decree-Law No. 20/2008 of 19th June, on the Autoridade Nacional do Petroleo, responsible of managing and regulating petroleum mining activities in Timor-Leste area, both offshore and onshore and in the Greater Sunrise Special Regime in accordance with the Decree Law on the establisment of the ANPM, the Timor-Leste Petroleum Activities Law, the Maritime Boundary Treaty (MBT) and the Mining Code. Currently the ANPM is seeking ten (10) qualified Timorese for position:
1. Manager Mineral Health & Safety (1 position)
Task:
- Manage subordinates’ performance to meet department’s objectives
- Plan and coordinate Health and Safety evaluations on applications for Mineral Rights including Licenses, Mineral Permit and Mining Contracts in Timor-Leste
- Assess and provide Health and Safety recommendation to Director for Technical and Operational for decision making purposes for the granting of Mineral Rights;
- Coordinate and Prepare quarries and mines Health and Safety performance report
- Plan and coordinate regular Health and Safety operational meeting and carry out Health and Safety monitoring of Mining Activities, including Inspection, Investigation and Audit either to be carried out independently or with other departments;
- Prepare and manage the department’s action plan, operational budget and expenditure;
- Ensure all quarries and mines Health and Safety data and information are recorded and securely archived within ANPM system;Etc.
Education:
- At least holding a university Degree in Mineral Resource Management or Mining Engineering or Civil Engineering or Geotechnical Engineering or Environmental Engineering.
Essential Criteria:
- Have minimum 4 years experience managing Health and Safety aspects in quarries and/or mines operations or in regulatory setting managing quarries and/or mines in the area of Health and Safety;
- Applicants with other degrees/disciplines maybe considered provided that practical experience in quarries and/or mines Health and Safety exceeds a total of 5 years or in regulatory setting managing the Health and Safety aspect for the same duration of experience;
- Timor-Leste National;
- Experience in a technically complex and best practice regulatory work environment;
- Have directly involved in planning and carrying out Health and Safety Inspection, Investigation and/or Audit.
- Good understanding of the existing mineral regulatory framework;
- Good understanding of issues and sensitivities in a multicultural working environment;
- Ability to manage subordinates;
- Fluency in English (writing, reading, speaking and listening); etc.
2. Manager Quarry & Mines Development & Operations (1 position)
Task:
- Manage subordinates’ performance to meet department’s objectives
- Plan and coordinate technical evaluations on applications for Mineral Rights including Mineral Permit and Mining Contracts in Timor-Leste
- Assess and provide technical recommendation to Director for Technical and Operational for decision making purposes for the granting of Mineral Rights;
- Coordinate accurate computation of quantity of produced materials to facilitate calculation of revenues generated from exploitation of mineral resources;
- Plan and coordinate regular technical operational meeting and carry out monitoring of Mining Activities, including joint monitoring with other departments;
- Prepare and manage the department’s operational budget and expenditure;
- Ensure all technical data and information are recorded and securely archived within ANPM system;Etc.
Education:
- At least university Degree in Geology or Mining Engineering, preferable Master Degree in Mining Engineering.
Essential Criteria:
- Have minimum 4-year experience in quarries and/or mines operations or in regulatory setting managing quarries and/or mines operations;
- Applicants with other degrees/disciplines maybe considered provided that practical experience in quarries and/or mines development exceeds a total of 5 years experience or in Mineral regulatory setting for the same duration of experience;
- Timor-Leste National;
- Experience in a technically complex and best practice regulatory work environment;
- Good understanding of the existing mineral regulatory framework;
- Good understanding of issues and sensitivities in a multicultural working environment;
- Ability to manage subordinates;
- Fluency in English (writing, reading, speaking and listening);
- Strong interpersonal and team player – able to work with team as well independently;
- High levels of personal initiative, awareness and adaptability;
- Proficient in the use MS word, excel, PowerPoint, MS Outlook and familiar with technical software such as Global Mapper, AutoCAD, and ArcGIS; etc.
3. Mineral Exploration Geologist Assistant (1 position)
Task:
- Assist and support Mineral Exploration Geologist in conducting survey or mapping of geologically promising sites; as well as indentifying, quantifying and qualifying mineral deposit in the country;
- Assist and support mineral exploration geologist in the investigation of potential minerals in the territory of Timor – Leste;
- Assist and support mineral exploration geologist in collecting, recording, and generating geological reports from areas of interest;
- Take part in evaluating and reviewing geological aspects of license application which include site visit for location assessment, mining plan assessment, mineral exploration and prospecting application; and general quarry and mines operations activity;
- Perform geological data entry using dedicated in-house data base system;
- Conduct regular visit and monitoring to quarry and mine sites;Etc.
Education:
- Must hold at least Diploma (D3) with technical qualification in area of Geological Engineering and or Geosciences.
Essential Criteria:
- Experience and knowledge in exploration of mineral in the territory of Timor-Leste;
- Poses high degree of self-motivation, ability to work within a multidisciplinary team and ability to priorities work and meet deadlines;
- Ability to communicate well in English;
- Basic PC skills and experienced in using MS word, excel, PowerPoint and Lotus Notes and other relevant engineering software such Arc GIS and Global Mapper;
- Poses high level of personal initiative, awareness, and adaptability;
- Strong team player and able to work well independently;
- Timor-Leste nationality; etc.
4. Mineral Health & Safety Assistant (1 position)
Task:
- Assist Health and Safety Officer in organizing and carrying out assessment on H&S related submissions/applications and reports;
- Assist Health and Safety Officer in planning, preparing and carrying out H&S related inspections and audit to ensure compliance to H&S requirements;
- Assist Health and Safety Officer in producing Annual Industry H&S performance report;
- Monitor implementation of corrective action plan and H&S performance of operators;
- Compile and report H&S statistical data and information for internal and external use purpose and maintain compliance register;Etc.
Education:
- At least holding a Diploma (D3) in Mineral Resource Management or Mining Engineering or Civil Engineering or Geotechnical Engineering or Environmental Engineering.

5. Environmental Impact Assessment, Monitoring & Inspection Assistant (1 position)
Task:
- Assist Environmental Officer in organizing and carrying out assessment on Environmental related submissions/applications and reports;
- Assist Environmental Officer in planning, preparing and carrying out Environmental related inspections and audit to ensure compliance to Environmental requirements;
- Assist Environmental Officer in producing Annual Industry H&S performance report;
- Monitor implementation of corrective action plan and Environmental performance of Title Holders;
- Compile and report Environmental statistical data and information for internal and external use purpose and maintain compliance register;Etc.
Education:
- Holding at least Diploma (D3) Qualification in Environmental Engineering or Environmental Science and/or Resource Management.
Essential Criteria:
- Timor-Leste National;
- Minimum two year experience working in mines or quarries working in Regulatory Setting;
- Experience in preparing Environmental related documents and reports;
- Understand Timor-Leste’s General framework on Environmental requirements;
- Understand Environmental requirements within the newly promulgated Timor-Leste Mining Code;
- Sufficient level of English language communication skills-Speaking, Reading, Writing and
- Listening;
- Poses high degree of self-motivation, ability to prioritise work and meet deadlines;
- Strong team player and able to work independently;
- Basic computer skills and experienced in using MS word, excel, PowerPoint and MS Outlook; etc.
6. Surveyor Assistant (1 position)
Task:
- Plan and carry out drone surveys for mines and quarry to establish location boundaries, estimate material production and carry out mines and quarries survey for general monitoring purposes;
- Prepare and maintain sketches, maps, reports, and descriptions of surveys
- Verify accuracy of survey data, including measurements and calculations conducted at survey sites;
- Record survey results, including shape, contour, location, elevation, and dimensions of land or land features;
- Compute geodetic measurements in order to determine positions, shapes, and elevations of geomorphic and topographic features using industry accepted software platforms;
- Assist Mineral Development Extraction Officer maintaining data base to support safe and optimum survey in mines and quarries;Etc.
Education:
- At least Diploma (D3) or tertiary qualification in Geo information /Geodetic engineering or Civil Engineering.
Essential Criteria:
- Timor – Leste National;
- Ability to operate UAV drone (DJI phantom series);
- Ability to communicate well in English (written and verbal);
- Basic PC skills and experienced in using MS word, excel, PowerPoint, MS Outlook and other relevant software such as Arc GIS and Global Mapper;
- Poses high level of personal initiative, awareness, and adaptability;
- Poses high degree of self-motivation, ability to prioritise work and meet deadlines;
- Strong team player and able to work independently; etc.
7. Manager Logistic (1 position, readvertise)
Task:
- Manage and register ANPM’s asset, including building, compound area, vehicles and office equipment;
- Develop and execute appropriate strategies to optimize the storage, inventory, transportation and customs matters;
- Develop and implement Logistic’s policies and procedures;
- Regularly disseminate the Logistic Policy and Procedures to the ANPM staff;
- Amend and implement time to time the ANPM’s Asset Manual;
- Plan, Execute and monitor Logistic department’s annual budget and ensure Logistic annual budget is well executed based on approval budget in place;
- Respond any logistic related issues or complains rose by ANPM staffs or stakeholders;
- Regularly provide monthly, quarterly and annual report to direct supervisor, Director – Corporate Services;Etc.
Education:
- Have a Tertiary qualification in Logistic, Business Administration, Supply Chain Management, Engineering and related field.
Essential Criteria:
- At least five years working experiences in logistic office operations and practices, and supply chain management tasks;
- Significant understanding specific to extensive operational knowledge such as storage management, inventory planning and control, transportation management and customs management;
- Advance English language (Writing, Speaking, Reading and Listening);
- Excellent Ms. Office skills specifically MS word and Ms. Excel;
- Timorese National;
- Ability to demonstrate a high level of confidentiality and business/ work ethics;
- Ability to work independently and handle multiple projects;
- Have strong interpersonal skills of respectful, honest, flexible, well presentation, self-motivation and trustworthy; etc
8. IT Information System & Network Security Assistant (1 position, readvertise)
Task:
- Assisting in Performing the regular assessment of ANPM IT infrastructure and information system to identify vulnerabilities and threats that could expose the infrastructure to a security breach;
- Assist IT Information system network officer and IT manager to establish and enforce the ISMS policies and procedures implementation;
- Assist in Performing annual internal penetration testing to assess the ANPM IT Infrastructure to identify the vulnerabilities and propose the recommendation for the mitigation and improvement;
- Assist Internal Auditor to perform the regular internal audit program of ISO 27001 and ISO 9001;
- Assist in Performing regular Risk Assessments to ANPM Information System and Infrastructure including Risk Treatment and Corrective Action Plan;Etc.
Education:
- Diploma or tertiary qualification in IT, Information System, Network administrator, Computer Science or equivalent.
Essential Criteria:
- Have experience with minimum 1-3 years in Windows and Linux Operating system;
- Have experience in networking including corporate LAN, WAN, switching, and routing.
- Timor-Leste National;
- Have basic skills in IT security solutions technology including firewall solution, intrusion detection system, and proxy implementation;
- Have basic knowledge of Server Virtualizations such as VMware and Microsoft Hyper-V;
- Have basic knowledge of Desktop and Application Virtualizations such as Citrix;
- Have the technical problem-solving ability, troubleshooting, and knowledge of approaches, tools, and techniques for the software application; etc.
9. Manager Health Safety & Environment (1 position)
Task:
- Participate in the establishment of Downstream legal framework and provide feedback related to HSE based on international best HSE practices;
- Ensure the effective assessment of HSE documents for downstream activities;
- Ensure the effective assessment of environmental licensing document of Downstream activities based on the applicable Laws and Ministerial Diploma;
- Verify and monitor the Health and Safety performance of downstream activities to ensure the activities are carried out in accordance with the company HSE commitments;
- Verify and monitor the Environmental performance of downstream activities to ensure the activities are carried out in accordance with Environmental Management Plan;
- Ensure the development of annual objectives for the Downstream HSE Department;
- Establish HSE guidelines for the review of HSE documents;
- Involve in the investigations into accidents and incidents as required;
- Plan and ensure regular HSE inspection on Downstream activities;
- Ensure an effective annual monitoring plan is developed and implemented for Downstream activities;
- Manage the Downstream Directorate HSE Department to ensure an effective use of resources and the achievement of the Downstream Directortate’s objectives;
- Ensure that all information related to the operators HSE performance are available whenever required;Etc.
Education:
- Bachelor degree in science or engineering in environment and other relevant engineering discipline.
Essential Criteria:
- Have at least 4 – 5 years of working experiences in related field of HSE in the oil and gas industry;
- Ability to communicate at the highest level with industry professionals;
- Ability to communicate fluently in English (written and verbal);
- Experience in working with people from different cultures and a good understanding of cultural sensitivities;
- A high degree of self-motivation, ability to prioritise work, reliable, set targets and work unsupervised for extended period;
- Good knowledge of: Microsoft Windows XP, Microsoft Office and Lotus Notes software; etc.
10. Communication Assistant (1 position)
Task:
- Assist to prepare and supervise the submission and the publicity of brochures, handouts, annual report, strategic action plan, photographs, promotional video, film and corporate profiles;
- Assist Communication Officer to coordinate with Ministry of Petroleum and Mineral to collect the information from ANPM directorates for quarterly, six months and yearly reports;
- Assist Communication Officer to arrange and organize media participation in ANPM essential activity such as launching any petroleum and mineral activities, media conference, media release and etc;
- Assist ANPM to draft and check any public information such as ANPM Advertisement;
- Assist Communication Officer to manage and oversee production visual such as video, audio and electronic material;
- Assist Communication Officer to manage and maintain the ANPM website by coordinating with all directorates to update the essential information into website and social media;Etc.
Education:
- Tertiary qualification in Public Relation, Communication, Media Marketing and Journalist, Management, Business Administration or related discipline.
Essential Criteria:
- Three years work experience in Communication or Public Relation role;
- Strong ability to form relationship with customers and stakeholders;
- Posses detailed knowledge of public relation issues and media;
- Strong Communication Skills;
- Creative & Innovative;
- Ability to communicate fluently in English and Portuguese (Reading, writing, listening and speaking);
- Strong understanding of cultural sensitivities;
- Proficient in the use of the Graphic design software (CorelDraw, Adobe Photoshop, Adobe InDesign) Audio visual software (Adobe Premiere Pro and Final Cut Pro), Microsoft, Power Point, Excel and other relevant softwares; Etc.
